【摘要】：西方協(xié)商民主實(shí)踐的內(nèi)容主要體現(xiàn)為治理、參與和決策等三方面。西方協(xié)商民主實(shí)踐的主要形式則表現(xiàn)為協(xié)商民意調(diào)查、協(xié)商日制度、公民陪審團(tuán)制度、21世紀(jì)城鎮(zhèn)會(huì)議等。由于協(xié)商民意調(diào)查和公民陪審團(tuán)的運(yùn)行成本相對(duì)不高,所以其在中國(guó)實(shí)踐推廣的可能性更大。協(xié)商日制度和21世紀(jì)城鎮(zhèn)會(huì)議則存在一定程度上的適用困難。前者在西方也主要存在于思想實(shí)驗(yàn)階段,而后者在中國(guó)適用的困難則在于其對(duì)基礎(chǔ)設(shè)施和技術(shù)平臺(tái)的較高要求。
[Abstract]:The content of the western consultative democracy practice mainly embodies in three aspects: governance, participation and decision-making. The main forms of the western consultative democracy practice are the consultation public opinion survey and the consultation day system. The citizen jury system is the 21st century town conference and so on. Due to the relatively low operating cost of consultation opinion polls and citizen juries, Therefore, it is more likely to be popularized in China. The consultation Day system and the 21th century Urban Conference have some difficulties in their application. The former also mainly exists in the stage of ideological experiment in the West. The latter is difficult to apply in China because of its high demand for infrastructure and technology platforms.
