【摘要】：作為官員選拔制度的抽選制曾在古希臘和文藝復(fù)興時(shí)期意大利的城邦民主中發(fā)揮關(guān)鍵作用。相比帶有精英氣息的選舉,抽選表達(dá)了民主制度對(duì)于參政機(jī)會(huì)均等更為徹底的訴求。佛羅倫薩共和國(guó)留下了有關(guān)抽選的豐富史料,就運(yùn)用抽選的時(shí)段和深度而言,佛羅倫薩對(duì)抽選制的實(shí)驗(yàn)堪稱西方民主制度史上的高峰,而抽選制在佛羅倫薩的腐化和衰亡也給予后世深刻教訓(xùn)。以佛羅倫薩共和國(guó)為樣本,回溯抽選在一時(shí)一地發(fā)展的歷程得失,總結(jié)抽選與選舉的辯證關(guān)系,將有助于洞察抽選制的特性和利弊,從而更好地理解和應(yīng)對(duì)現(xiàn)實(shí)問(wèn)題。
[Abstract]:The system of selecting officials played a key role in city-state democracy in ancient Greece and Italy during the Renaissance. The elections express the democratic system's desire for equal opportunities for political participation. The Republic of Florence has left a wealth of historical data on the selection, in terms of its duration and depth. Florence's experiment with the system of electioneering was a peak in the history of Western democracy, and the decay and decline of the system in Florence taught a profound lesson for later generations. Take the Republic of Florence as a sample. Looking back at the course of the development of sample selection in one place at a time, it will be helpful to understand the characteristics, advantages and disadvantages of the system and better understand and deal with the practical problems by summing up the dialectical relationship between the selection and the election.
