【摘要】：近年來，社會性網(wǎng)絡(luò)服務(wù)（SNS）平臺下政府危機事件的頻發(fā)使該平臺下政府管理機制的研究成為必要。 本文主要從SNS平臺下政府危機管理機制的理論依據(jù)入手，著力分析了該理論依據(jù)下的政府危機管理機制的構(gòu)成。本文的理論依據(jù)主要為羅伯特·希斯的危機管理的四階段劃分理論，并從危機信息傳播階段的微觀角度對政府危機管理機制進行分析，，提出了在SNS平臺下政府危機管理機制的主要內(nèi)容包括危機發(fā)生前的研判機制、危機發(fā)生初期的決策機制，危機發(fā)生中期的溝通機制以及危機發(fā)生后的評估機制的觀點。 本文認(rèn)為，SNS平臺下政府危機管理研判機制主要由研判主體、研判流程及研判方法等部分組成；決策機制由決策主體、決策流程、決策支持、決策模式組成，其中，決策主體是集權(quán)式的應(yīng)急群體決策系統(tǒng)，決策流程是組織者與專家互動群體決策流程，決策支持是計算機信息處理系統(tǒng)為基礎(chǔ)的支持系統(tǒng)，決策模式主要分為基于預(yù)案和范例推理的決策模式；溝通機制主要包括政府在危機事件處理過程中溝通主體、溝通模型、溝通系統(tǒng)和溝通策略；評估機制主要包括評估主體、評估內(nèi)容、評估指標(biāo)、評估方法及評估結(jié)果，其中，評估內(nèi)容包括了評估的范圍、評估的價值導(dǎo)向和評估的對象，評估結(jié)果包括評估結(jié)果的確立以及評估結(jié)果的運用。
[Abstract]:In recent years, the frequent occurrence of government crisis events under the platform of social network services (SNS) makes it necessary to study the government management mechanism under the platform. This paper mainly starts with the theoretical basis of the government crisis management mechanism under the SNS platform. This paper is mainly based on Robert Heath's four-stage theory of crisis management. And from the crisis information dissemination phase of the micro-analysis of the government crisis management mechanism, the main content of the government crisis management mechanism under the SNS platform, including the pre-crisis research mechanism. The views of the decision-making mechanism in the early stage of the crisis, the communication mechanism in the middle stage of the crisis and the evaluation mechanism after the crisis. This paper holds that the research mechanism of government crisis management under the platform of SNS is mainly composed of the research subject, the research process and the research methods. The decision-making mechanism is composed of decision body, decision process, decision support and decision mode. Among them, the decision-making body is a centralized emergency group decision-making system, and the decision-making process is the interactive group decision-making process between the organizers and experts. Decision support is a support system based on computer information processing system. The decision mode is mainly divided into decision mode based on preplan and case-based reasoning. The communication mechanism mainly includes the communication subject, the communication model, the communication system and the communication strategy in the process of handling the crisis. The evaluation mechanism mainly includes the subject, the content, the evaluation index, the evaluation method and the evaluation result, in which, the evaluation content includes the scope of evaluation, the value orientation of evaluation and the object of evaluation. The evaluation results include the establishment of the evaluation results and the application of the evaluation results.
