【摘要】：秦漢鄉(xiāng)里基層組織研究是中國(guó)古代史研究的一個(gè)重要分支，有其自身的內(nèi)容和特點(diǎn)。通過(guò)對(duì)秦漢時(shí)期鄉(xiāng)里基層組織的結(jié)構(gòu)設(shè)置、具體職能、管理運(yùn)作以及其與其他社會(huì)機(jī)構(gòu)和組織之間關(guān)系等的深入分析，歸納和總結(jié)出其歷史價(jià)值規(guī)律所在，這不僅有利于拓寬中國(guó)古代史研究的領(lǐng)域，而且有利于加深對(duì)政治制度與社會(huì)關(guān)系問(wèn)題的認(rèn)識(shí)。 本文以秦漢鄉(xiāng)里基層組織為中心，以唯物史觀為指導(dǎo)，以鄉(xiāng)里基層組織的管理運(yùn)作以及其與其他社會(huì)機(jī)構(gòu)和組織的關(guān)系為切入點(diǎn)，，結(jié)合相關(guān)研究成果，從三個(gè)方面綜合探討了秦漢鄉(xiāng)里基層組織及其相關(guān)問(wèn)題。首先，以基本史料為依據(jù)，回顧了秦漢以前尤其是三代的鄉(xiāng)里基層組織管理運(yùn)作為秦漢鄉(xiāng)里組織提供了政治經(jīng)驗(yàn)與建制基礎(chǔ)上，秦漢鄉(xiāng)里基層組織管理運(yùn)作機(jī)制實(shí)現(xiàn)了初步定型與充分發(fā)展，并隨著經(jīng)濟(jì)發(fā)展與社會(huì)結(jié)構(gòu)的變化而不斷變化。其次，詳細(xì)梳理了秦漢時(shí)期鄉(xiāng)官、里吏、鄉(xiāng)里父老、鄉(xiāng)里治安管理體系的構(gòu)建、職能和具體運(yùn)作管理機(jī)制，闡釋了其協(xié)同合作，相互影響，共同致力于鄉(xiāng)里基層組織管理的重要性。再次，結(jié)合秦漢鄉(xiāng)里基層組織管理的特點(diǎn)，從政治制度與社會(huì)關(guān)系相結(jié)合的角度，闡述了秦漢鄉(xiāng)里基層組織同中央、郡縣、亭郵、宗族豪強(qiáng)、民間父老、鄉(xiāng)里百姓等的關(guān)系，揭示了秦漢鄉(xiāng)里基層組織在同其他各種社會(huì)機(jī)構(gòu)與組織所組成的復(fù)雜的網(wǎng)絡(luò)關(guān)系中通過(guò)其具體的組織管理與運(yùn)作在維護(hù)鄉(xiāng)里社會(huì)秩序、促進(jìn)鄉(xiāng)里社會(huì)有序發(fā)展中起到了巨大的作用。同時(shí)，鄉(xiāng)里對(duì)百姓的管理以及讓鄉(xiāng)里普通百姓參與到鄉(xiāng)里基層組織管理中來(lái)，不僅在中國(guó)古代的政治制度史上具有特殊意義，而且對(duì)我國(guó)當(dāng)前的基層組織建設(shè)也具有十分重要的借鑒意義。
[Abstract]:The study of grassroots organizations in Qin and Han dynasties is an important branch of the study of ancient Chinese history, which has its own contents and characteristics.Through the deep analysis of the structure, the concrete function, the management operation and the relationship between the rural grass-roots organizations and other social institutions and organizations in the Qin and Han dynasties, the historical law of value is summed up and summarized.This is not only helpful to broaden the research field of ancient Chinese history, but also to deepen the understanding of political system and social relations.This paper takes the grass-roots organizations of the Qin and Han dynasties as the center, the historical materialism as the guidance, the management operation of the rural grass-roots organizations and their relations with other social institutions and organizations as the breakthrough point, and combines the relevant research results.This paper discusses the basic organization and its related problems in Qin and Han dynasties from three aspects.First of all, based on the basic historical data, this paper reviews the management of rural grass-roots organizations before the Qin and Han dynasties, especially the three generations, which provides the political experience and system basis for the rural organizations in the Qin and Han dynasties.The basic organization management mechanism of the Qin and Han dynasties realized the initial formalization and full development, and changed with the change of economic development and social structure.Secondly, combing in detail the construction, function and concrete operation management mechanism of the township officials, officials, fathers and elders in Qin and Han dynasties, and explaining their cooperative cooperation and mutual influence.Joint commitment to the importance of rural grassroots organization management.Thirdly, combined with the characteristics of the grass-roots organization management in the Qin and Han dynasties, from the angle of the combination of the political system and the social relations, this paper expounds the relationship between the rural organizations of the Qin and Han dynasties and the central authorities, prefectures and counties, the pavilions, the clansmen, the folk fathers and the elderly, the rural people, and so on.It is revealed that the grass-roots organizations in the Qin and Han dynasties maintain the rural social order through their concrete organization management and operation in the complex network relations with other social institutions and organizations.Promoting the orderly development of rural society has played a great role.At the same time, the management of the people in the countryside and the participation of the ordinary people in the management of the grassroots organizations in the countryside are of special significance not only in the history of the political system in ancient China, but also in the history of the political system in ancient China.And also has very important reference significance to our country's current grass-roots organization construction.
