【摘要】：道級行政區(qū)劃為遼朝管理插花地、純農(nóng)耕地區(qū)、部分草原地區(qū)的最高地方行政建置,是維系遼朝中央集權(quán)統(tǒng)治的重要支柱。本文以道級行政區(qū)劃作為研究對象,重點考察遼代是否建有道級行政區(qū)劃、道級行政區(qū)劃建置沿革與特點、職官設(shè)置與職掌、地位與作用,并對持否定遼代置有道級行政區(qū)劃的觀點進(jìn)行辨析,以便探討道級行政區(qū)劃在遼朝的具體發(fā)展情況。全文除緒論和結(jié)語外,共分作四章:緒論部分,主要介紹論文的選題意義,全面梳理學(xué)術(shù)界對本選題的研究現(xiàn)狀,總結(jié)目前研究存在的不足之處,概述論文的研究思路、方法以及論文的創(chuàng)新點、難點。第一章,遼代的道級行政區(qū)劃。通過梳理史書、石刻關(guān)于“道”、“路”等方面的記載,參以現(xiàn)代學(xué)者對遼代“道”、“路”的認(rèn)識,考證論述遼代置有道級行政區(qū)劃。遼朝先后建有東京道、上京道、南京道、中京道、西京道五個道級行政區(qū)劃。最后詳列持否定遼代設(shè)有道級行政區(qū)劃學(xué)者們的觀點,并對其加以辨析。第二章,遼代道級行政區(qū)劃建置沿革與特點。分草創(chuàng)、完善、定型三個時期論述道級行政區(qū)劃及所轄府州城軍縣等的設(shè)置時間、過程、隸屬關(guān)系、位于今天何地等情況,并總結(jié)三個時期道府州縣等設(shè)置具有的特點。第三章,遼代道級行政區(qū)劃管理機構(gòu)與職官。道級行政區(qū)劃的最高軍政管理機構(gòu)為各京留守司,詳細(xì)羅列留守司設(shè)置的各類職官,并簡要探討各京留守及其屬官的職能。分留守司直屬行政機構(gòu)與職官、留守司直屬軍事機構(gòu)與職官兩個方面具體考察道級行政區(qū)劃行政、軍事管理機構(gòu)與職官設(shè)置情況,并歸納道級行政區(qū)劃職官于行政、軍事方面的職掌。第四章,遼代道級行政區(qū)劃的地位與作用。從道級行政區(qū)劃屬地方最高行政區(qū)劃、五京道與五京府獨具的地位、中京道成為全國性行政中心等四個方面論述道級行政區(qū)劃的地位。道級行政區(qū)劃的作用主要體現(xiàn)于有效地管理所轄地區(qū)、穩(wěn)定遼朝的基石、協(xié)調(diào)所轄地區(qū)與游牧地區(qū)的發(fā)展三個方面。結(jié)語部分,分析遼代道級行政區(qū)劃承襲唐朝、渤海國五京制度,遼代的道級行政區(qū)劃之制對金朝的路制產(chǎn)生了重要的影響。
[Abstract]:The administrative division at the provincial level is an important pillar to maintain the centralized rule of Liao Dynasty.
