【摘要】：新中國成立初期,全國范圍內(nèi)人口數(shù)量激增,各種社會問題紛至沓來,城市化建設(shè)面臨嚴峻挑戰(zhàn),城市居委會應運而生。這一基層組織是伴隨著時代的發(fā)展而產(chǎn)生的,是被歷史賦予的特殊使命。特定的歷史時期需要與之相適應的組織制度為其服務(wù),通過研究新中國初期武漢城市居委會的建設(shè),可以窺探到中國共產(chǎn)黨在新中國奠基階段為加強同廣大人民群眾的聯(lián)系所做出的不懈努力。新中國成立以后,面對舊社會遺留下來的滿目瘡痍的局面,面對國家建設(shè)和社會生產(chǎn)發(fā)展的迫切需要,國家需要盡可能多的力量來整合社會資源,基層力量的發(fā)揮在此時就顯得尤為重要。那么我們就國家如何組織起來數(shù)量龐大的基層人民群眾,需要用什么樣的方式組織,應該是什么性質(zhì)的,以及最應該發(fā)揮什么樣的作用等問題進行探討,試圖找出他們之間的內(nèi)在聯(lián)系。新中國初期中國共產(chǎn)黨對基層政權(quán)建設(shè)的探索首先是在具有代表性的一線城市開展,進而逐步實現(xiàn)對舊的基層管理體制——保甲制度的廢除。在全國處于“中樞神經(jīng)”的武漢市也率先進行了基層自治組織——居委會的探索與實踐。本文以此為著入點,對武漢市所處的傳統(tǒng)歷史條件、新生政權(quán)下國家基層方面的制度訴求以及武漢本地區(qū)的地域特點進行背景分析,基于武漢城市居委會在不同時間段工作內(nèi)容和重點的不同,劃分其發(fā)展階段,并且在與全國同時期城市居委會建設(shè)的對比中,找出共性和差異,分析其在國家政治、社會生產(chǎn)、以及人的自由發(fā)展發(fā)展方面所做出的貢獻以及所呈現(xiàn)的不足,以史為鑒,得到基層群眾自治方面的現(xiàn)代啟示。
[Abstract]:At the beginning of the founding of New China, the number of people in the whole country increased sharply, various social problems began to emerge, the construction of urbanization faced severe challenges, and the urban neighborhood committee came into being. This grass-roots organization came into being along with the development of the times. It is a special mission entrusted by history. A specific historical period needs to be served by an appropriate organizational system. Through the study of the construction of Wuhan Urban neighborhood Committee in the early days of the people's Republic of China, We can get a glimpse of the unremitting efforts made by the Communist Party of China in the founding stage of New China to strengthen ties with the broad masses of the people. After the founding of New China, it faced the scarred situation left by the old society. In the face of the urgent needs of national construction and the development of social production, the country needs as much strength as possible to integrate social resources. The exertion of grass-roots forces is particularly important at this time. Well, what kind of organization and nature should we adopt in how the country organizes a large number of grass-roots people? And what role they should play in order to find out the internal links between them. In the early days of the people's Republic of China, the Communist Party of China's exploration of grass-roots political power construction was first carried out in representative first-tier cities. Then gradually realize the abolition of the old grass-roots management system-Baojia system. Wuhan City, which is in the central nervous system in the whole country, has also taken the lead in exploring and practicing the grass-roots autonomous organization-neighborhood Committee. Based on the background analysis of the traditional historical conditions of Wuhan, the system demands of the national grass-roots level under the new regime and the regional characteristics of Wuhan, based on the different contents and emphases of Wuhan Urban neighborhood Committee in different time periods, In the comparison with the construction of urban neighborhood committees in the same period of the whole country, we find out the commonalities and differences, and analyze their national political and social production. As well as the free development of human development of the contribution and present deficiencies, draw lessons from history, the grassroots autonomy of the modern enlightenment.
