【摘要】：辛亥革命后,康區(qū)土司大部復(fù)辟,因土司扎根于川邊地方社會(huì),部分土司后裔在當(dāng)?shù)乩^續(xù)被委以職務(wù)。民國(guó)前期"土流并置"通過(guò)委以土司職權(quán),緩和了土流關(guān)系,土司幫助政府征收賦稅和催派烏拉,加強(qiáng)了地方政府對(duì)社會(huì)的管理職能。但是,康區(qū)百姓給政府和土司均需繳納糧稅和徭役,這無(wú)疑又增加了百姓的負(fù)擔(dān)。1918年絨壩岔和議簽訂后,川邊失地過(guò)多,康北土司基本聽(tīng)從政府,而康南數(shù)縣經(jīng)常處于無(wú)政府狀態(tài),"土流并置"的整體成效不顯著。本文試通過(guò)對(duì)民國(guó)前期康區(qū)"土流并置"的梳理和分析,以加強(qiáng)對(duì)民國(guó)康區(qū)土司和流官共同治理狀況、成效的認(rèn)識(shí),為當(dāng)今治邊治藏政策提供現(xiàn)實(shí)參考。
[Abstract]:After the Revolution of 1911, most of the Tusi in Kang District was restored. Because the Tusi was rooted in the local society of Sichuan, some of the descendants of the Tusi continued to be appointed to their posts. In the early period of the Republic of China, the "land flow juxtaposition" relaxed the relationship between the land and the flow through the appointment of the Tusi authority, helped the government to collect taxes and urged Ura, and strengthened the management function of the local government to the society. However, the people in Kang District have to pay grain tax and corvee to both the government and the Tusi, which undoubtedly increases the burden on the people. After the signing of the Shunba switch and negotiation in 1918, there was too much land lost on the edge of Sichuan. Kangbei Tusi basically obeyed the government, while several counties in Kangnan were often in anarchy, and the overall effect of "land flow and juxtaposition" was not significant. This paper tries to sort out and analyze the "land flow juxtaposition" in Kang District in the early period of the Republic of China, in order to strengthen the understanding of the common governance situation and effectiveness of the Tusi and the flow officials in the Kang District of the Republic of China, and to provide a realistic reference for the policy of administering the border and administering Tibet.
