執(zhí)政黨與民眾:建國初武漢市首次普選運動研究
[Abstract]:According to a large number of archives and newspaper materials, around the political environment in the early days of the people's Republic of China, this paper puts the universal election in Wuhan under the framework of the dual interaction between the ruling party and the people, combs and discusses the occurrence, development and end of the whole movement, and presents the whole face of universal suffrage in Wuhan. This paper divides the general election movement into two stages, focusing on the political mobilization of the ruling party to the people, the reaction of the people to the mobilization, and the brewing of the representative candidates, so as to see the relationship between the ruling party and the voters in the general election movement, showing the strength of the ruling party and the weakness of the voters. On this basis, this paper summarizes the historical lessons, and provides enlightenment for the construction and development of modern and contemporary elections. The paper consists of three parts: introduction, main body (four chapters) and conclusion. The introduction part introduces the reasons for the topic selection, the research status at home and abroad, data sources, research methods and difficulties, innovations, as well as the writing ideas and basic structure of the paper, so that readers can roughly understand the research purport and academic value of this paper. The first chapter describes the historical background of the national general election campaign and the preparatory work done by Wuhan to carry out the universal election. The preparatory work includes two aspects: the preliminary preparation and the pilot preparation. The first section explains the historical background of the national general election campaign; the second section introduces some preparations made by Wuhan for the smooth development of universal election; the third section discusses the pilot preparations for universal election in Wuhan in order to obtain the experience of universal election. The second chapter discusses the first two stages of universal suffrage. That is, the organization stage and the propaganda mobilization stage. The author puts this part of the content under the framework of the dual interaction between the party and the people, analyzes it from the perspective of the political mobilization of the ruling party and the political participation of the people, and finds out how the people of all strata react and how the representatives of the middle and lower levels of the ruling party interact with the people of all walks of life from different backgrounds when the popular movement launched by the whole people directly goes deep into the grass-roots or grassroots strata. The third chapter is the continued deepening of universal suffrage. That is, voter qualification examination and candidate list brewing and election stage. The purpose of examining the eligibility of voters is to draw a clear line between the enemy and the enemy. The specific method is to carry out the registration of voters in a demographic survey, rely on the masses of workers and peasants, oppose the landlord class, and give full play to the role of the people's Court of popular Election. The brewing of the list of candidates is mainly to solve the contradiction between satisfaction and necessity, as well as the evaluation and identification of the representative candidates. The fourth chapter discusses the role analysis and evaluation of the general election movement. This paper analyzes the attitude and performance of activists and voters at the bottom of universal suffrage, as well as the situation of landlord class elements. The evaluation part mainly points out the achievements and shortcomings of the first universal election in Wuhan after the founding of the people's Republic of China. The achievements are manifested in the implementation of the national general line and the improvement of people's enthusiasm for production; the shortcomings mainly lie in the strength of the ruling party and the weakness of voters. The conclusion part summarizes the full text, through the study of the first general election movement in Wuhan at the beginning of the founding of the people's Republic of China, so as to bring some enlightenment to the construction and development of modern and contemporary elections. For example, scientific adherence to the leadership of the Party, a correct view of democracy, the introduction of electoral mechanism, change the equal number of elections into differential elections, and so on.
