清末民初湖北官錢局向日本訂印鈔票述論

【摘要】：張之洞就任湖廣總督之后,設(shè)立湖北官錢局并發(fā)行官票,以推動貨幣改革。但由于國內(nèi)印刷技術(shù)落后,偽造官票情況嚴重,張之洞遂向日本印刷局請求印刷鈔票,首次訂印成功后又多次續(xù)訂,并取得了較好的成效。辛亥之后湖北地方財政拮據(jù),官錢局大量發(fā)行官票導(dǎo)致通貨膨脹。吳佩孚主政湖北時再次向日商訂印鈔票,但其計劃曝光之后,遭到中央政府和地方民眾的強烈反對,日本政府為了緩和中日關(guān)系,限制吳佩孚發(fā)展,也要求中止印刷契約,最后湖北政府不得不取消鈔票印刷契約。鈔票印刷事件的日趨政治化,反映出了不同歷史環(huán)境下中央政府與地方政府、政府與民眾,中國與日本之間關(guān)系的發(fā)展變化。
[Abstract]:After Zhang Zhidong took office as governor of Hu Guang, he set up Hubei official money Bureau and issued official tickets to promote monetary reform. However, due to the backwardness of domestic printing technology and the serious situation of falsifying official tickets, Zhang Zhidong asked the Japanese Printing Bureau for printing banknotes and renewed them many times after the first order was successful, and achieved good results. After Xinhai, Hubei local financial constraints, the government money bureau issued a large number of official tickets leading to inflation. When Wu Peifu was in charge of Hubei, he ordered banknotes from Japan again, but after the exposure of his plan, he met with strong opposition from the central government and the local people. In order to ease Sino-Japanese relations and restrict Wu Peifu's development, the Japanese government also demanded that the printing contract be suspended. In the end, the Hubei government had to cancel the banknote printing contract. The increasing politicalization of banknote printing reflects the development and changes of the relationship between the central government and the local government, the government and the people, and between China and Japan under different historical environments.
