南京國民政府時期的政治宣傳與鄉(xiāng)村整合——以抗戰(zhàn)前江蘇省保甲宣傳為例

【摘要】:政治宣傳是國家和政黨進行政治動員和整合社會的重要手段。在保甲制度推行過程中,為了消除民眾對保甲的疑懼與抵制的情緒,強化其對保甲制度的信仰,達到鄉(xiāng)村整合的目的,抗戰(zhàn)前江蘇省政府與教育團體運用了由宣傳形式、宣傳內(nèi)容和宣傳策略構(gòu)成的宣傳機制。該保甲宣傳增強了民眾對保甲制度的認知,有利于保甲制度的推行;同時,它也為政府官員等深入農(nóng)村和了解農(nóng)村提供了一種渠道,一定程度上改善了政府與民眾的關(guān)系。此外,它還推動了民族國家意識在鄉(xiāng)村社會的傳播,為抗戰(zhàn)動員作了心理準備?箲(zhàn)前江蘇省保甲宣傳所面臨的困境,正是近代以來國家權(quán)力擴張與社會經(jīng)濟結(jié)構(gòu)之間矛盾的反映。

The dilemma of the propaganda of Baojia in Jiangsu Province before the Anti-Japanese War is the reflection of the contradiction between the state power expansion and the social and economic structure since the modern times.
