【摘要】：本文在結(jié)合分析近代海關(guān)、海務(wù)制度產(chǎn)生與演變的基礎(chǔ)上,在觀照整個中國沿海宏觀層面變化的前提下,著力對近代福建沿海助航標(biāo)志問題進(jìn)行系統(tǒng)的整理和考察,重點(diǎn)論述和闡明近代福建沿海助航標(biāo)志設(shè)置與改進(jìn)的全過程、助航儀器設(shè)備沿革、管理制度革新及其所產(chǎn)生的社會效用和社會影響。 本文認(rèn)為：就福建沿海而言,外籍稅務(wù)司制度背景下的助航標(biāo)志建設(shè),由于引進(jìn)了西方先進(jìn)的技術(shù)與設(shè)備,采用了全新的管理方式,促進(jìn)了近代中國海關(guān)海務(wù)方面的近代化,并大大改善了航運(yùn)環(huán)境,有利于增強(qiáng)航行于中國沿海的中外船只的安全,明顯減少了海難的發(fā)生,客觀上有利于促進(jìn)內(nèi)外貿(mào)易的發(fā)展,并有益于中國人增強(qiáng)海洋國土與海權(quán)意識。但近代中國海關(guān)的半殖民地性質(zhì)與不平等條約的制約,規(guī)定中國沿海助航標(biāo)志管理權(quán)掌控于洋人之手,其又很大程度上損害了中國的海務(wù)與海洋主權(quán),代價是沉痛的,教訓(xùn)也是極為深刻的。
[Abstract]:On the basis of the analysis of the emergence and evolution of the modern customs and maritime system, and on the premise of observing the changes in the macro-level of the whole Chinese coastal area, this paper makes an effort to systematize and investigate the issue of the marking of modern Fujian coastal navigation aid. The whole process of the establishment and improvement of navigation aids signs in Fujian coastal areas in modern times, the evolution of navigation aids and equipment, the innovation of management system and its social utility and social influence are discussed and expounded in detail. As far as Fujian coastal area is concerned, under the background of foreign tax department system, the construction of navigation aids signs, as a result of the introduction of western advanced technology and equipment and the adoption of new management methods, has promoted the modernization of modern Chinese customs maritime affairs. It also greatly improves the shipping environment, enhances the safety of Chinese and foreign ships sailing along the coast of China, significantly reduces the occurrence of shipwrecks, and objectively promotes the development of internal and external trade. And is beneficial to the Chinese people to strengthen the sea land and sea power consciousness. However, in modern times, the semi-colonial nature of Chinese customs and the restriction of unequal treaties stipulated that the management power of Chinese coastal navigation signs was in the hands of foreigners, which, to a great extent, damaged China's maritime affairs and maritime sovereignty, at a painful price. The lessons are also profound.
