解放初期上海對舊人員的接收與安置研究(1949-1950)

【摘要】: 上海是中國最大的工商業(yè)城市和最重要的經(jīng)濟(jì)中心,被譽(yù)為是中國的“半壁江山”,與其他城市相比,解放之初上海的社會情況更為復(fù)雜,接收難度更大,因此,中共中央把解放和接管上?闯墒侵袊锩摹耙淮箅y關(guān)”,如何渡過難關(guān),就成為擺在新政權(quán)面前一個(gè)急需解決的問題。在這一時(shí)期,上海市政府根據(jù)中共中央的指示,把接收與安置舊人員作為一項(xiàng)重要的任務(wù)來抓,對舊人員總體上采取了“包下來”的政策,以“區(qū)別對待,量才錄用”的方法,本著慎重負(fù)責(zé)的態(tài)度,基本上使舊人員得到妥善安置,從而為中國共產(chǎn)黨成功接管上海打下了良好的基礎(chǔ)。 對于舊人員,值得研究的問題頗多,本文主要選取中國共產(chǎn)黨如何對舊人員進(jìn)行接收與安置這個(gè)角度進(jìn)行研究,從以下幾個(gè)方面入手來梳理這段歷史。首先,從歷史的角度介紹了解放初期上海舊人員的概況。對舊人員的涵義、政治、經(jīng)濟(jì)和思想狀況做一介紹;其次,分析了解放初期中國共產(chǎn)黨對舊人員進(jìn)行接收與安置的必要性及其政策。從政治、經(jīng)濟(jì)、文化以及舊人員自身的角度來闡述對舊人員進(jìn)行接收與安置的必要性,介紹了中國共產(chǎn)黨在總的“包下來”政策不變的前提下,針對政府、企事業(yè)等機(jī)構(gòu)的舊人員采取了區(qū)別對待的政策;再次,詳細(xì)地闡述了解放初期上海對舊人員進(jìn)行接收與安置的步驟與方法。主要以市政系統(tǒng)為中心,以1949年9月10日上海市委發(fā)表談話作為臨界點(diǎn),通過前后兩個(gè)階段的對比來分析上海在接收與安置舊人員的過程中的優(yōu)點(diǎn)與不足,中國共產(chǎn)黨如何克服這些不足,產(chǎn)生了怎樣后果,最終如何使這些舊人員得到妥善安置,這些問題在這一部分都進(jìn)行了逐一地剖析;最后,通過對舊人員處理過程的分析總結(jié)出一些基本經(jīng)驗(yàn)。 通過以上部分的研究,我們可以看出:解放初期中國共產(chǎn)黨對舊人員接收與安置工作雖然有一些不足,但從整體上看是相當(dāng)成功的。面對這些舊人員,中共不是消極對待,草率處理,而是從實(shí)際出發(fā),本著認(rèn)真負(fù)責(zé)的精神,出臺了一系列的政策、措施,成功完成了該項(xiàng)工作。舊人員接收與安置工作的成功完成,為新政權(quán)的鞏固作出了重要貢獻(xiàn);仡櫄v史,也能給現(xiàn)實(shí)以一定的啟發(fā)。改革開放以來的社會變革中,也存在著很多人員安置的問題。如何妥善解決這些問題,當(dāng)然不能照搬過去的做法,但解放初期上海處理舊人員過程中的一些寶貴經(jīng)驗(yàn),如對舊人員區(qū)別對待的方法,以及處理過程中所體現(xiàn)出來的黨對人民高度負(fù)責(zé)的精神等,仍值得學(xué)習(xí)借鑒。
[Abstract]:Shanghai is the largest industrial and commercial city and the most important economic center in China. It is hailed as the "half of the river" in China. Compared with other cities, Shanghai's social situation at the beginning of liberation was more complex and it was more difficult to receive. Therefore, The CPC Central Committee regards the liberation and takeover of Shanghai as a "major difficulty" for the Chinese revolution, and how to overcome it has become an urgent problem to be solved in front of the new regime. During this period, the Shanghai Municipal Government, in accordance with the instructions of the CPC Central Committee, took the reception and placement of old personnel as an important task to grasp them, and generally adopted a policy of "wrapping up" the old personnel, so as to "treat them differently and employ them according to their talents." In a prudent and responsible manner, the former personnel are basically properly resettled, thus laying a good foundation for the Communist Party of China to successfully take over Shanghai. For the old people, there are many problems worth studying. This paper mainly selects the Chinese Communist Party how to accept and resettle the old personnel from this angle, from the following aspects to sort out the history. First of all, from the historical point of view, the article introduces the general situation of the old Shanghai personnel in the early period of liberation. This paper introduces the meaning, political, economic and ideological status of the former personnel. Secondly, it analyzes the necessity and policy of the reception and resettlement of the old personnel by the Communist Party of China in the early days of liberation. From the point of view of politics, economy, culture and old personnel themselves, this paper expounds the necessity of receiving and resettling old personnel, and introduces the Communist Party of China aimed at the government on the premise that the general "package down" policy remains unchanged. The former personnel of enterprises and institutions have adopted the policy of differential treatment; Thirdly, the steps and methods of receiving and resettling old personnel in Shanghai during the early period of liberation are expounded in detail. Mainly focusing on the municipal system and taking the statement issued by the Shanghai Municipal Committee on September 10, 1949 as the critical point, this paper analyzes the advantages and disadvantages of Shanghai in the process of receiving and resettling old personnel through the comparison between the two stages before and after. How the Communist Party of China to overcome these shortcomings, what the consequences, and finally how to make these old personnel to be properly resettled, these problems are analyzed one by one in this part; Finally, through the analysis of the old personnel processing process, some basic experiences are summarized. Through the above part of the study, we can see: in the early period of liberation, the Communist Party of China has some shortcomings in accepting and resettling old personnel, but it is quite successful on the whole. In the face of these old personnel, the Chinese Communist Party did not treat them passively and hastily, but proceeding from reality and in the spirit of conscientiousness and responsibility, issued a series of policies and measures, and successfully completed the work. The successful completion of the reception and resettlement of the old personnel has made an important contribution to the consolidation of the new regime. Looking back on history can also give some inspiration to reality. Since the reform and opening up to the outside world, there are also a lot of personnel placement problems. How to solve these problems properly cannot, of course, follow the way it was done in the past, but some valuable experiences in the process of handling old personnel in Shanghai in the early days of liberation, such as the differentiated treatment of old personnel, And the spirit of the Party's high degree of responsibility to the people in the process of handling is still worth learning from.
