【摘要】：近代以來陜甘寧地區(qū)金融水平極為落后,新舊雜糅的金融現(xiàn)狀嚴(yán)重制約當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展和人民生活的改善。二十世紀(jì)三十年代以來,中國共產(chǎn)黨在陜甘寧地區(qū)相繼建立起蘇維埃革命根據(jù)地,逐步開展金融工作并取得不錯成績,中央蘇區(qū)金融機(jī)構(gòu)和人員的遷入也為開展大規(guī)模的金融活動提供了機(jī)遇。陜甘寧邊區(qū)成立后,現(xiàn)有的紅色金融機(jī)構(gòu)整合組成陜甘寧邊區(qū)銀行,邊區(qū)銀行在抗日戰(zhàn)爭階段經(jīng)歷從半獨立發(fā)展到獨立發(fā)展、從經(jīng)營商業(yè)到全面開展銀行業(yè)務(wù)、從被動教條到成熟主動的質(zhì)的變化,最終成為延安時期陜甘寧邊區(qū)的金融樞紐。邊區(qū)銀行在發(fā)展完善過程中具有自身的特點：業(yè)務(wù)對象從“以公為主”到“公私兼顧”；經(jīng)營理念是堅持為民服務(wù)、以民為先的群眾路線；業(yè)務(wù)方針的制定堅持具體問題具體分析的靈活性原則。邊區(qū)銀行在整個抗戰(zhàn)期間作出的貢獻(xiàn)兼具現(xiàn)實意義和長遠(yuǎn)意義,它在保障政府財政供給、推進(jìn)邊區(qū)經(jīng)濟(jì)發(fā)展,改善民生、支持抗戰(zhàn)等方面發(fā)揮積極作用,而培養(yǎng)的金融人才和積累的金融經(jīng)驗為新中國的金融事業(yè)影響深遠(yuǎn)。邊區(qū)銀行的發(fā)展軌跡中所暴露出來的財政和銀行獨立性的矛盾問題,對當(dāng)代中國銀行業(yè)的發(fā)展有深刻啟示。
[Abstract]:Since modern times, the financial level of Shaanxi, Gansu and Ningxia is extremely backward, and the current financial situation of the new and old seriously restricts the development of local economy and the improvement of people's life. Since the 1930s, the Communist Party of China has successively established Soviet revolutionary base areas in the Shensi-Gansu-Ningsia region, gradually developing financial work and making good achievements. The relocation of financial institutions and personnel in the Central Soviet region also provides an opportunity for large-scale financial activities. After the establishment of the Shensi-Kansu-Ningsia Border region, the existing red financial institutions integrated into the Shensi-Kansu-Ningsia Border region Bank, which developed from semi-independence to independent development during the War of Resistance against Japan, from commercial to comprehensive banking. The qualitative change from passive dogma to mature and active became the financial hub of Shaanxi-Gansu-Ningxia Border region in Yan'an period. In the process of development and perfection, the banks in the border area have their own characteristics: the business object is from "public to public" to "both public and private", the management idea is to adhere to the mass line of serving the people and taking the people as the first; The formulation of operational guidelines adheres to the principle of flexibility in the specific analysis of specific issues. The contributions made by the Bank of the Border region throughout the Anti-Japanese War are of both practical and long-term significance. They play an active role in safeguarding the government's financial supply, promoting the economic development of the border region, improving the people's livelihood, and supporting the War of Resistance against Japan. The training of financial personnel and accumulated financial experience for the new China's financial cause far-reaching impact. The contradiction between finance and bank independence exposed in the development track of the banks in the border region has profound implications for the development of China's banking industry.
