【摘要】：城市防洪是許多沿海、沿河城市都要關(guān)注的問題之一,防洪堤壩建設(shè)是預(yù)防城市水災(zāi)的一項(xiàng)重要的安全措施,對(duì)于保證城市安全有著不可代替的作用。20世紀(jì)二十年代的安東,作為東北一個(gè)快速崛起的近代商埠城市,位于鴨綠江畔與朝鮮民主主義人民共和國(guó)隔江相望,是中國(guó)最大的邊境城市,由于其重要的地理位置,以及發(fā)展越來越快速的經(jīng)濟(jì),城市防洪問題顯得十分迫切。本文以20世紀(jì)二十年代安東防洪堤壩建設(shè)為入口,立足于原始檔案文獻(xiàn),關(guān)注安東城市防洪建設(shè)治理研究。文章主要分為三個(gè)部分:第一部分,主要論述近代以來,尤其是安東開埠之后,隨著安東政治、經(jīng)濟(jì)的重要地位,防洪問題日益突出,從安東城市地理環(huán)境及水患威脅的嚴(yán)重性以及隨著安東開埠后城市規(guī)模的擴(kuò)大,水患災(zāi)害已經(jīng)嚴(yán)重影響到人民的生命安全以及經(jīng)濟(jì)的發(fā)展,進(jìn)入二十年代后防洪需求愈益增強(qiáng),凸顯這一時(shí)期防洪堤壩建設(shè)的必要性。第二部分,主要論述安東城市防洪治理的主要內(nèi)容,以鴨綠江江堤入手,從安東江堤事務(wù)局的設(shè)立及運(yùn)作、近代多元化的資金籌措方式、規(guī)范的工程投標(biāo)制度及合同制度的實(shí)施、鴨綠江江堤的日常維護(hù)及管理五個(gè)方面,圍繞堤壩的修筑及維護(hù)管理展開論述。通過安東城市排水及水土保持等配套措施的開展,具體介紹安東在當(dāng)時(shí)的城市防洪治理,已經(jīng)突破了單純的堤壩建設(shè),逐漸關(guān)注排洪以及水土保持工作,城市防洪治理更加系統(tǒng)化。第三部分,主要對(duì)20世紀(jì)二十年代安東城市防洪治理進(jìn)行評(píng)價(jià),提高了安東城市綜合防洪治理的能力,社會(huì)各階層對(duì)防洪堤壩建設(shè)的積極響應(yīng)以及在實(shí)施過程中存在的問題進(jìn)行總結(jié)。
[Abstract]:Urban flood control is one of the problems that many coastal and river cities should pay attention to. The construction of flood control dikes is an important safety measure to prevent urban floods and plays an irreplaceable role in ensuring urban safety. As a rapidly rising modern commercial port city in northeast China, located on the bank of the Yalu River and facing the Democratic people's Republic of Korea across the river, it is the largest border city in China. Due to its important geographical location and increasingly rapid economic development, The problem of urban flood control is very urgent. This paper takes Andong flood control dam construction in 1920s as the entrance, based on the original archives, and pays attention to the study of flood control construction in Andong city. The article is divided into three parts: the first part mainly discusses the flood control problem has become increasingly prominent since modern times, especially after the Andong port was opened, with the important position of Andong's politics and economy. In view of the seriousness of the geographical environment and the threat of flooding in Andong city and the expansion of the city scale after the opening of Andong port, the flood disaster has seriously affected the life safety of the people and the development of the economy, and the flood control demand has increased since the 1920s. The necessity of flood control dam construction in this period is highlighted. The second part mainly discusses the main contents of Andong city flood control, starting with the Yalu river bank, starting with the establishment and operation of Andong river bank bureau, and the diversified financing methods in modern times. The implementation of standard project bidding system and contract system and the daily maintenance and management of Yalu River levee are discussed in this paper. Through the development of supporting measures such as drainage and soil and water conservation in Andong City, this paper specifically introduces Andong's flood control at that time, which has broken through the construction of simple dikes and dams and gradually paid attention to the work of flood discharge and soil and water conservation. Urban flood control is more systematic. The third part mainly evaluates the flood control in Andong city in the 1920s, and improves the ability of comprehensive flood control in Andong city. The positive response to the construction of flood control dykes and the problems existing in the process of implementation are summarized.
