【摘要】：中共中央西南局處理人民來(lái)信的工作制度是在新中國(guó)成立初期設(shè)立的,它是搭建起群眾與黨中央政府之間的橋梁。西南區(qū)是全國(guó)最后解放的一個(gè)區(qū),其歷史情況較之其他區(qū)比較復(fù)雜,從該地區(qū)的干部來(lái)源看,由于新干部成分占的比重大,政策的修養(yǎng)與工作的鍛煉不夠,導(dǎo)致黨群干群關(guān)系緊張,影響中心工作開(kāi)展,因此建立處理人民來(lái)信的工作制度不僅有利于密切人民群眾的聯(lián)系,而且在國(guó)民經(jīng)濟(jì)恢復(fù)時(shí)期發(fā)揮著重要的歷史作用。通過(guò)本文研究發(fā)現(xiàn),這次由黨和政府主導(dǎo)的處理人民來(lái)信的工作制度不僅在當(dāng)時(shí)有效地推動(dòng)了各項(xiàng)群眾運(yùn)動(dòng)及中心工作,發(fā)揮著監(jiān)督政府及其工作人員的作用,而且還是革命年代的中共群眾路線(xiàn)在建國(guó)初期新的體現(xiàn),即始終貫徹黨的群眾路線(xiàn)。本文研究的主要內(nèi)容為中共中央西南局處理人民來(lái)信的工作原則及處置規(guī)范,以及具體機(jī)制運(yùn)行的表現(xiàn):如專(zhuān)人負(fù)責(zé)和個(gè)個(gè)重視的受理和審查制度、即有交辦和亦有回報(bào)的處理和總結(jié)制度、認(rèn)真檢查和及時(shí)檢討的調(diào)整制度等等;研究中共中央西南局處理人民來(lái)信的工作制度對(duì)如今全面建設(shè)小康社會(huì)依然有借鑒的地方,黨和人民政府只有堅(jiān)定不移的走群眾路線(xiàn),加強(qiáng)群眾路線(xiàn)在新時(shí)期的制度創(chuàng)新,才能全面建成小康社會(huì),實(shí)現(xiàn)中華民族的偉大復(fù)興。
[Abstract]:The working system of the Southwest Bureau of the CPC Central Committee for handling people's letters was set up in the early days of the founding of New China, and it is a bridge between the masses and the Party Central Government. The southwest is the last liberated area in the country, and its historical situation is more complicated than that of other regions. Judging from the sources of cadres in this region, because of the large proportion of new cadres, the policy cultivation and work exercise are not enough. As a result of the tension between the cadres and the masses of the Party and the masses and the influence on the work of the Central Committee, the establishment of a working system for handling letters from the people is not only conducive to close ties among the masses of the people, but also plays an important historical role in the period of national economic recovery. Through this study, it is found that the working system of handling letters from the people, led by the Party and the government, not only effectively promoted the mass movements and the central work at that time, but also played a role in supervising the government and its staff. Moreover, the mass line of the Communist Party of China in the revolutionary era was reflected in the early days of the founding of the people's Republic of China, that is, carrying out the mass line of the Party all the time. The main contents of this paper are the working principles and handling norms of the southwest bureau of the CPC Central Committee in handling letters from the people, as well as the performance of the specific mechanism: such as the system of accepting and examining people who are in charge of special personnel and who attach importance to each and every one of them. That is to say, there is a system of handling and summing up, a system of careful inspection and timely review of the system of handling and summing up, and so on; The study of the work system of the Southwest Bureau of the CPC Central Committee in handling people's letters still has lessons for the overall construction of a well-off society today. The party and people's governments only have to unswervingly follow the mass line and strengthen the institutional innovation of the mass line in the new period. In order to build a well-off society in an all-round way, the great rejuvenation of the Chinese nation can be realized.
