【摘要】：上海是近代工商業(yè)最發(fā)達(dá)的城市,是最大的棉布市場,棉布商業(yè)發(fā)達(dá),棉布商業(yè)同業(yè)公會作為行業(yè)自治組織得到逐步發(fā)展與完善。棉布商業(yè)同業(yè)公會以維持增進(jìn)同業(yè)之公共福利及矯正營業(yè)之弊害為宗旨,遵循政府管理情況下,利用政府賦予的合法地位,建立完備的組織結(jié)構(gòu)與實(shí)行有效的內(nèi)部治理機(jī)制。棉布公會依照商事習(xí)慣與政府法令,制訂同業(yè)業(yè)規(guī)、市場規(guī)則與營業(yè)規(guī)則,規(guī)范市場秩序,調(diào)解同業(yè)營業(yè)糾紛,維護(hù)同業(yè)信譽(yù)。同業(yè)公會以同業(yè)救濟(jì)與同業(yè)教育為行業(yè)慈善事業(yè)的主要內(nèi)容,保證同業(yè)孤寡老弱生活,提高同業(yè)知識素質(zhì)與業(yè)務(wù)水平。 抗戰(zhàn)時期,國民政府便把同業(yè)公會納入統(tǒng)制經(jīng)濟(jì)體系,戰(zhàn)爭結(jié)束后,政府依然實(shí)行經(jīng)濟(jì)統(tǒng)制。在經(jīng)濟(jì)統(tǒng)制中,政府對同業(yè)市場營業(yè)進(jìn)行嚴(yán)格管理。同業(yè)公會在貫徹政府管理與維護(hù)自身行業(yè)發(fā)展中起著積極作用。 棉布商業(yè)同業(yè)公會作為行業(yè)自治組織,以維護(hù)行業(yè)發(fā)展與同業(yè)利益為根本,通過組織完備公會結(jié)構(gòu),明確各自功能,制訂業(yè)規(guī),規(guī)范市場交易,協(xié)調(diào)政府與同行業(yè)間的經(jīng)濟(jì)關(guān)系關(guān)系,為棉布商業(yè)創(chuàng)造內(nèi)部發(fā)展空間與外部發(fā)展環(huán)境。
[Abstract]:Shanghai is the most developed city of modern industry and commerce, is the largest cotton cloth market, cotton cloth commercial developed, cotton industry association as an autonomous organization has been gradually developed and improved. In order to maintain the public welfare of the same industry and correct the malpractices of the trade, the cotton trade association takes advantage of the legal status given by the government to establish a complete organizational structure and implement an effective internal governance mechanism under the condition of government management. According to the commercial custom and government law, the Cotton Guild Association formulates the same trade rules, market rules and business rules, standardizes the market order, mediates the trade disputes, and maintains the reputation of the same trade. As the main content of charity industry, the trade association takes interbank relief and interbank education as its main content to ensure the lonely, widowed, old and weak of the same trade, and to improve the knowledge quality and business level of the same trade. During the War of Resistance against Japan, the National Government brought the trade association into the economic control system. After the war, the government still carried out economic control. In the economic control, the government carries on the strict management to the interbank market business. Trade associations play an active role in implementing government management and maintaining the development of their own industries. As an autonomous organization of the trade, the cotton commercial trade association is based on maintaining the development of the industry and the interests of the same trade. Through the organization of a complete guild structure, it clarifies their respective functions, formulates industry regulations, and regulates market transactions. To coordinate the economic relationship between the government and the same industry, to create internal development space and external development environment for cotton business.
