陜甘寧邊區(qū)政府食鹽統(tǒng)銷政策研究

【摘要】: 抗日戰(zhàn)爭時(shí)期的陜甘寧邊區(qū)工農(nóng)業(yè)生產(chǎn)極端低下、財(cái)政稅收有限。然而作為中共中央所在地,它不僅面臨著140萬軍民的供給問題,還擔(dān)負(fù)著鞏固抗日根據(jù)地、保障抗戰(zhàn)的任務(wù),這使得邊區(qū)政府的財(cái)政面臨著極大的考驗(yàn)。本文試圖通過對(duì)邊區(qū)政府食鹽統(tǒng)銷政策的背景及原因,實(shí)施情況與成效,特點(diǎn),意義與局限性等四個(gè)方面的系統(tǒng)分析,勾勒出陜甘寧邊區(qū)政府食鹽統(tǒng)銷政策的全貌,以期對(duì)邊區(qū)歷史的研究有所裨益。 邊區(qū)政府的食鹽統(tǒng)銷政策的探索與實(shí)踐是抗戰(zhàn)時(shí)期邊區(qū)政府為反封鎖而實(shí)施的一項(xiàng)統(tǒng)制經(jīng)濟(jì)政策,是政府干預(yù)經(jīng)濟(jì)的有效嘗試。因其本質(zhì)不同,與國民政府的專賣制相比,邊區(qū)政府的食鹽統(tǒng)銷政策體現(xiàn)了鮮明的時(shí)代特征,它是在始終關(guān)注農(nóng)民群眾利益下實(shí)施與開展的。它的對(duì)內(nèi)自由、對(duì)外專賣相結(jié)合的策略,不僅順應(yīng)了時(shí)代的發(fā)展,也保證了邊區(qū)食鹽統(tǒng)銷目標(biāo)的實(shí)現(xiàn)。 邊區(qū)政府的食鹽統(tǒng)銷政策配合了邊區(qū)的大生產(chǎn)運(yùn)動(dòng)。它不僅解決了在一個(gè)資源貧乏、人口稀少、交通不便的地區(qū)應(yīng)該如何利用特產(chǎn)資源來實(shí)行對(duì)外貿(mào)易的問題,而且它所實(shí)施的政府干預(yù)經(jīng)濟(jì)的模式還為后來的大規(guī)模的統(tǒng)制經(jīng)濟(jì)奠定了基礎(chǔ)。雖因其首創(chuàng)性難免會(huì)有一定的局限性,但就其實(shí)施效果來說,其歷史功績是不可磨滅的,在邊區(qū)經(jīng)濟(jì)史上有著重要的地位。
[Abstract]:During the anti-Japanese War, industrial and agricultural production in the Shaanxi-Kansu-Ningxia Border region was extremely low, with limited fiscal and tax revenues. However, as the seat of the CPC Central Committee, it faces not only the supply of 1.4 million troops and civilians, but also the task of consolidating the anti-Japanese base areas and safeguarding the War of Resistance against Japan, which makes the finance of the border region government face a great test. Through the systematic analysis of the background and reasons, implementation and effect, characteristics, significance and limitations of the government's salt marketing policy, this paper attempts to outline the overall picture of the government's salt unified marketing policy in the Shensi-Kansu-Ningsia Border region. With a view to the study of the history of the Border region. The exploration and practice of the salt marketing policy of the government of the border region is an economic policy implemented by the government of the border region to resist the blockade during the Anti-Japanese War. It is also an effective attempt for the government to interfere in the economy. Because of its different essence, compared with the monopoly system of the national government, the government of the border region embodies the distinctive characteristics of the times, and it is implemented and carried out in the light of the interests of the peasants all the time. Its combination of internal freedom and exclusive selling not only conforms to the development of the times, but also ensures the realization of the goal of salt marketing in the border area. The border government's salt marketing policy coordinated with the large-scale production movement in the border area. It not only solves the problem of how to use specialty resources to carry out foreign trade in a region with poor resources, sparsely populated people and difficult transportation. And its implementation of the model of government intervention in the economy also laid the foundation for a large-scale control of the economy. Although its initiative will inevitably have some limitations, but its implementation effect, its historical achievements are indelible, in the economic history of the border region has an important position.
