【摘要】：熊希齡較早關(guān)注東北的邊情外交。日俄戰(zhàn)前,熊希齡預(yù)計(jì)日俄必有一戰(zhàn),提出聯(lián)合日本與英美抵制強(qiáng)俄。當(dāng)日本在戰(zhàn)爭中優(yōu)勢明顯時(shí),又提出防范日俄,在各國牽制之中求生存。這些主張因應(yīng)時(shí)勢、立足長遠(yuǎn),值得肯定。日俄戰(zhàn)爭結(jié)束后,熊希齡擔(dān)任奉天農(nóng)工商局局長,襄助趙爾巽進(jìn)行東北善后,為保全東北主權(quán)、發(fā)展東北經(jīng)濟(jì)做出了重要貢獻(xiàn)。
[Abstract]:Xiong Xiling paid early attention to the northeast border diplomacy. Before the war between Japan and Russia, Xiong Xiling predicted that there would be a war between Japan and Russia, and proposed to unite Japan with Britain and the United States to resist a strong Russia. When Japan's superiority in the war was obvious, it put forward to guard against Japan and Russia in order to survive in the containment of various countries. These proposals in response to the current situation, based on the long-term, worthy of recognition. After the war between Japan and Russia, Xiong Xiling served as director of Fengtian Agriculture Bureau of Industry and Commerce, helped Zhao Erxun to carry out northeast rehabilitation, and made important contributions to the preservation of northeast sovereignty and the development of northeast economy.
