【摘要】：中華全國(guó)道路建設(shè)協(xié)會(huì)積極參與并推動(dòng)了民國(guó)市政發(fā)展:開民初市政革新之風(fēng),啟動(dòng)了中國(guó)現(xiàn)代城際交通,促進(jìn)了民國(guó)城市公共交通事業(yè)發(fā)展,促使中央政府作出了一些促進(jìn)市政改良的決策,對(duì)地方市政當(dāng)局開展市政革新起著積極引導(dǎo)作用,從而成為民國(guó)市政發(fā)展的重要推手。其成功參與市政的奧秘在于:能夠在特殊的政治生態(tài)下因勢(shì)利導(dǎo)而行;依托各界名流、借助分會(huì)以推動(dòng)市政革新;采用靈活多樣的宣傳方式;設(shè)法保障基本會(huì)務(wù)經(jīng)費(fèi)并取信于眾等。近代中國(guó)城市與國(guó)家現(xiàn)代性的獲得,很大程度上就是通過來自社會(huì)的民間市政參與實(shí)現(xiàn)的。
[Abstract]:The All-China Road Construction Association actively participated in and promoted the development of the city of the Republic of China: the opening of the wind of municipal innovation in the early days of the Republic of China, the launching of modern intercity traffic in China, and the promotion of the development of public transport in the Republic of China. It urged the central government to make some decisions to promote the municipal improvement, which played an active role in guiding the local municipal authorities to carry out the municipal reform, and thus became an important promoter of the development of municipal government in the Republic of China. The secret of its successful participation in municipal affairs lies in the following aspects: it can be guided by the circumstances under the special political environment, relying on celebrities from all walks of life, with the help of chapters to promote municipal innovation, and adopting flexible and diverse propaganda methods; Try to protect the basic meeting funds and win trust in the public, etc. To a great extent, the acquisition of modernity in cities and countries in modern China is realized through the participation of civil municipalities from society.
