唐繼堯政權(quán)對(duì)云南邊疆地區(qū)的治理

【摘要】：邊疆治理總是與邊疆問題相伴。近年邊疆問題突出,邊疆治理工作日益繁復(fù)。鑒往知來,通過對(duì)古今中國邊疆治理的全面透析以及歷史與現(xiàn)實(shí)的貫通研究,總結(jié)中國邊疆治理的經(jīng)驗(yàn)教訓(xùn),為當(dāng)代中國邊疆治理提供決策依據(jù)。西南邊疆作為中國邊疆重要構(gòu)成部分,研究中國邊疆問題必然離不開西南邊疆。而西南邊疆的重要組成部分云南,不論歷史還是現(xiàn)實(shí)都有其獨(dú)特的發(fā)展特點(diǎn)。近代以還,受西方勢力入侵的影響,邊疆問題變得十分復(fù)雜,邊疆治理工作受到前所未有的挑戰(zhàn)。近代云南從清末至民國,每個(gè)時(shí)期邊疆問題都有所不同,邊疆治理也出具不同特點(diǎn)。唐繼堯于1913年11月執(zhí)掌滇政,至1927年2月發(fā)生“二·六政變”,統(tǒng)治云南近13年,被稱為“唐繼堯時(shí)代”。在其統(tǒng)治云南10余年問,是云南歷史上一個(gè)相對(duì)獨(dú)立的歷史發(fā)展階段,云南邊疆社會(huì)發(fā)生急劇變化,邊疆管理呈現(xiàn)出新的歷史特點(diǎn)。 本文從五個(gè)方面探討唐繼堯政權(quán)對(duì)云南邊疆地區(qū)的治理。第一部分論述近代云南邊疆治理中邊防巡閱這一特殊制度,此項(xiàng)制度淵源于古代巡察制度。民國初年,云南邊疆問題十分突出,為了及時(shí)有效處理邊疆問題,省府要員包括云南省都督蔡鍔紛紛赴邊疆地區(qū)巡閱,到唐繼堯時(shí)期演變?yōu)橐环N制度。第二部分論述唐繼堯時(shí)期邊疆民族管理,具體包含有民族政策、少數(shù)民族上層管理、少數(shù)民族晉省謁見等,闡述此時(shí)期邊疆民族管理的方式轉(zhuǎn)變及特點(diǎn)。第三部分論述唐繼堯時(shí)期邊疆政治建設(shè),闡述近代以來云南邊疆地區(qū)政治制度的發(fā)展、演變及特點(diǎn)。第四部分論述唐繼堯時(shí)期云南周邊外交與邊境管理。云南界連緬甸、越南,與英法交涉日形頻繁,邊境糾紛日益繁多,進(jìn)而形成了具有云南地方特點(diǎn)的對(duì)外交涉機(jī)構(gòu)和邊境管理制度。第五部分論述唐繼堯政權(quán)對(duì)邊疆地區(qū)各項(xiàng)經(jīng)營措施。近代以還,云南落后與開放并存,唐繼堯?yàn)榱烁淖冊(cè)颇线吔貐^(qū)落后的狀況,采取一系列經(jīng)濟(jì)、文化措施,推動(dòng)邊疆社會(huì)發(fā)展。
[Abstract]:Borderland governance is always accompanied by borderland problems. In recent years, border problems stand out, border governance work is increasingly complex. Through the comprehensive analysis of the governance of China's border areas in ancient and modern times and the study of history and reality, this paper sums up the experience and lessons of the governance of China's border areas, and provides a basis for decision-making on the governance of contemporary China's border areas. As an important part of the Chinese frontier, the study of the Chinese frontier is bound to be inseparable from the southwest frontier. Yunnan, an important part of the southwest frontier, has its unique development characteristics both in history and reality. In modern times, influenced by the invasion of western forces, the problem of border area becomes very complicated, and the management of frontier area is confronted with unprecedented challenge. From the late Qing Dynasty to the Republic of China, the borderland problems in modern Yunnan were different, and the border governance had different characteristics. Tang Jiyao took charge of Yunnan in November 1913, and in February 1927, he ruled Yunnan for nearly 13 years, which was called "Tang Jiyao's time". It is a relatively independent historical development stage in the history of Yunnan that it has ruled Yunnan for more than 10 years. The society of Yunnan border areas has changed dramatically, and the management of frontier areas has presented new historical characteristics. This article probes into the governance of the Tang Jiyao regime to the Yunnan border area from five aspects. The first part discusses the special system of frontier inspection in modern Yunnan border control, which originated from the ancient inspection system. In the early years of the Republic of China, the problem of Yunnan border area was very prominent. In order to deal with the frontier problem in time and effectively, provincial government officials, including Yunnan governor Cai E, went to the frontier area one after another and evolved into a system during Tang Jiyao's period. The second part discusses the national management in the border areas of Tang Jiyao period, including the ethnic policy, the upper management of ethnic minorities, the Shanxi province, and so on, and expounds the transformation and characteristics of the ethnic management in the border areas in this period. The third part discusses the political construction of the frontier area in Tang Jiyao period, and expounds the development, evolution and characteristics of the political system in Yunnan border area since modern times. The fourth part discusses Yunnan peripheral diplomacy and border management in Tang Jiyao period. Yunnan even Burma, Vietnam, frequent negotiations with Britain and France, border disputes are increasingly numerous, and then formed a local characteristics of Yunnan foreign negotiation agencies and border management system. The fifth part discusses the management measures of Tang Jiyao regime on the frontier area. In order to change the backward situation in the frontier areas of Yunnan, Tang Jiyao adopted a series of economic and cultural measures to promote the social development of the frontier areas.
