民國(guó)時(shí)期滬杭公路研究(1925-1937)

【摘要】:交通是國(guó)民經(jīng)濟(jì)發(fā)展的基礎(chǔ)設(shè)施,新式交通的發(fā)展是近代文明的重要標(biāo)志之一。民國(guó)時(shí)期,江浙地區(qū)近代交通有了較快發(fā)展。尤其是滬杭公路的建成,成為連接滬杭兩地的又一重要紐帶,與水路、鐵路共同構(gòu)成該區(qū)域更為完善的近代交通網(wǎng)絡(luò)。 歷史時(shí)期滬杭間的交通往來(lái)以水路運(yùn)輸為主,及至近代滬杭鐵路的修筑,改變了這一狀況,水運(yùn)也增加了輪船運(yùn)輸。鐵路與水路兩種運(yùn)輸方式各有優(yōu)劣,傳統(tǒng)水運(yùn)利用天然水道,但在速率、運(yùn)輸條件和運(yùn)力方面遠(yuǎn)比不上陸運(yùn)。滬杭公路1925年開始修筑,分別從滬境和浙境兩地同時(shí)動(dòng)工。1932年10月正式通車后,浙江省公路管理局代為公路管理機(jī)構(gòu),設(shè)立了公路附屬設(shè)施,定期對(duì)公路開展養(yǎng)護(hù)工作,并對(duì)專業(yè)人員進(jìn)行培訓(xùn)。在運(yùn)營(yíng)過(guò)程中,滬杭公路主要以客運(yùn)為主,而貨運(yùn)則相對(duì)較少。在軍事上,滬杭公路作為南京國(guó)民政府修建的省際聯(lián)絡(luò)公路之一,其開通對(duì)于鞏固和穩(wěn)定東南地區(qū)政局,擴(kuò)大其統(tǒng)治范圍也有一定的積極作用。同時(shí),滬杭公路的修筑,使得沿線市鎮(zhèn)交通狀況得到較大改善,加強(qiáng)了滬杭兩地的經(jīng)濟(jì)聯(lián)系,民眾出行方式出現(xiàn)了新的選擇,沿線區(qū)域向現(xiàn)代化的方向邁進(jìn)了一步。 近代滬杭公路沿線區(qū)域的社會(huì)變遷,是由該區(qū)域政治經(jīng)濟(jì)、生產(chǎn)生活、思想觀念,甚至交通等因素引起的。其實(shí)質(zhì)是區(qū)域社會(huì)從傳統(tǒng)向現(xiàn)代變遷的過(guò)程,在這一變化過(guò)程中,近代公路起到了一定的促進(jìn)作用。
[Abstract]:Traffic is the infrastructure of the development of national economy, and the development of new traffic is one of the important symbols of modern civilization. During the period of the Republic of China, modern traffic in Jiangsu and Zhejiang provinces developed rapidly. Especially, the completion of the Shanghai-Hangzhou Highway has become another important link connecting the two places, and the waterways and railways together constitute a more perfect modern transportation network in the region. In the historical period, the traffic between Shanghai and Hangzhou was dominated by waterway transportation, but the construction of modern Shanghai-Hangzhou railway changed the situation, and the water transportation also increased the ship transportation. Railway and waterway have their own advantages and disadvantages. The traditional waterway uses natural waterways, but it is far less than land transportation in speed, transportation condition and capacity. The construction of the Shanghai-Hangzhou Highway began in 1925, and the construction began at the same time between the two places. After the formal opening of the highway in October 1932, the Zhejiang Provincial Highway Administration Bureau, on behalf of the highway management agency, set up the highway ancillary facilities and regularly carried out maintenance work on the highway. And to the professional training. In the operation process, Shanghai-Hangzhou highway mainly to passenger transport, and freight is relatively less. Militarily, as one of the interprovincial liaison roads built by Nanjing National Government, the opening of Shanghai-Hangzhou Highway plays a positive role in consolidating and stabilizing the political situation in Southeast China and expanding its ruling scope. At the same time, the construction of the Shanghai-Hangzhou highway has greatly improved the traffic situation of the towns along the route, strengthened the economic ties between Shanghai and Hangzhou, made a new choice for people to travel, and made a step forward in the direction of modernization in the areas along the route. The social changes along the Shanghai-Hangzhou Highway in modern times were caused by political economy, production and life, ideology and even transportation. Its essence is the process of regional society changing from tradition to modern. In this process, modern highway has played a certain role in promoting.
