汪胡楨與新中國建國初期的淮河治理

【摘要】：歷史上淮河流經(jīng)的地區(qū)堪稱“天下糧倉”。但自公元1128年以來,黃河改道、奪淮等諸多因素的影響,導(dǎo)致淮河成為一條深受泥沙淤積、洪澇侵害等頑疾困擾的害河。新中國成立初期,黨和政府決定根治淮河。到1954年,淮河的治理取得了前所未有的成就。其中留學(xué)海外、有著豐富治淮經(jīng)驗的水利專家汪胡楨對淮河的治理做出了突出的貢獻(xiàn)。他是民國時期的治淮元老,更是新中國第一代治淮功臣。他不僅為淮河的治理提供了理論指導(dǎo)且由他主持設(shè)計并修建的“治淮第一壩”——佛子嶺連拱壩為淮河之水的綜合利用提供了設(shè)施保障。此外,汪胡楨還在佛子嶺連拱壩修建期間獨(dú)創(chuàng)性的開啟了“邊建邊學(xué)”的“佛子嶺大學(xué)”模式。本文通過對汪胡楨在新中國建國初期治淮工作的研究,分析總結(jié)汪胡楨在治淮事業(yè)中取得成就的原因為今后的淮河治理提供有益的經(jīng)驗。
[Abstract]:In history, the Huaihe River flowing through the region can be called "the world granary." However, since the year 1128, the Yellow River has been diverted, seized of Huaihe River and other factors, resulting in the Huaihe River has become a harrowing river beset by sediment deposition, flood and other stubborn diseases. In the early days of the founding of New China, the Party and the government decided to eradicate the Huaihe River. By 1954, the management of the Huaihe River has made unprecedented achievements. Among them study abroad, have rich management Huaihe water conservancy expert Wang Huzhen made outstanding contribution to the management of Huaihe River. He was the elder of the ruling Huaihe River in the period of the Republic of China, and was the first generation meritorious officer of the Huaihe River in New China. He not only provided the theoretical guidance for the management of the Huaihe River, but also designed and built the first Dam of the Huaihe River, which was designed and built by him. The Fuziling Arch Dam provided the facilities for the comprehensive utilization of the Huaihe River water. In addition, Wang Huzhen also opened the "Foziling University" mode of "learning while building" during the construction of Fuziling even Arch Dam. Based on the study of Wang Huzhen's work of harnessing Huaihe River in the early days of the founding of the people's Republic of China, this paper analyzes and summarizes the reasons for the achievements made in the cause of harnessing the Huaihe River in the future, which will provide useful experience for the future management of the Huaihe River.
