20世紀(jì)二十年代營(yíng)口港基礎(chǔ)設(shè)施建設(shè)及其意義

【摘要】:港口基礎(chǔ)設(shè)施建設(shè)與地區(qū)經(jīng)濟(jì)乃至國(guó)家經(jīng)濟(jì)發(fā)展都有著緊密的聯(lián)系,進(jìn)入近代以后,世界各國(guó)聯(lián)系日益緊密,而港口就成為了各國(guó)交流的窗口。1861年,營(yíng)口開(kāi)埠后,營(yíng)口港基礎(chǔ)設(shè)施建設(shè)在原有基礎(chǔ)上初步展開(kāi)。作為當(dāng)時(shí)東北地區(qū)唯一開(kāi)埠通商口岸,以營(yíng)口港為依托的港口經(jīng)濟(jì)迅速發(fā)展,營(yíng)口港很快便成為東北進(jìn)出口貿(mào)易的中轉(zhuǎn)中心和集散地。但是到了20世紀(jì)初,由于港口通航受阻及大連等港口的競(jìng)爭(zhēng),營(yíng)口港走向衰落,港口地位隨之下降,為了重振營(yíng)口港,港口基礎(chǔ)設(shè)施建設(shè)全面展開(kāi)。本文以營(yíng)口港的基礎(chǔ)設(shè)施建設(shè)為研究重點(diǎn),立足檔案文獻(xiàn),將營(yíng)口港基礎(chǔ)設(shè)施建設(shè)分為兩個(gè)時(shí)期,重點(diǎn)介紹20世紀(jì)二十年代港口基礎(chǔ)設(shè)施建設(shè)狀況及取得的成效,分析港口基礎(chǔ)設(shè)施建設(shè)的意義以及對(duì)東北地區(qū)所產(chǎn)生的影響。本文由三個(gè)部分組成,具體內(nèi)容如下:第一部分,主要論述20世紀(jì)二十年代以前營(yíng)口港基礎(chǔ)設(shè)施建設(shè)概貌。從遼河出?诖a頭倉(cāng)庫(kù)等基礎(chǔ)設(shè)施的建設(shè)、營(yíng)口火車(chē)站的修建、海關(guān)對(duì)港口的管理三個(gè)方面介紹了開(kāi)埠初期營(yíng)口港在基礎(chǔ)設(shè)施建設(shè)方面取得的初步成效,同時(shí)論述營(yíng)口港通航受阻,航運(yùn)業(yè)受到影響。第二部分,重點(diǎn)介紹20世紀(jì)二十年代營(yíng)口港整治工程的實(shí)施。首先分析重振港口基礎(chǔ)設(shè)施建設(shè)的必要性并介紹各項(xiàng)規(guī)劃,接著從改善港口通航條件、加速港口水陸聯(lián)運(yùn)轉(zhuǎn)運(yùn)能力、提高整體基礎(chǔ)設(shè)施建設(shè)技術(shù)、改善港口基礎(chǔ)設(shè)施服務(wù)制度四個(gè)方面論述20世紀(jì)二十年代營(yíng)口港基礎(chǔ)設(shè)施建設(shè)的實(shí)施。第三部分,在準(zhǔn)確論述史實(shí)的基礎(chǔ)上,對(duì)營(yíng)口港基礎(chǔ)設(shè)施建設(shè)意義進(jìn)行總結(jié)。首先論述營(yíng)口港基礎(chǔ)設(shè)施建設(shè)對(duì)東北內(nèi)外貿(mào)易產(chǎn)生的影響,然后對(duì)營(yíng)口港基礎(chǔ)設(shè)施建設(shè)進(jìn)行評(píng)價(jià)。
[Abstract]:Port infrastructure construction is closely related to regional economy and even national economic development. After entering modern times, countries in the world have become increasingly close, and ports have become a window of communication among countries. In 1861, after the opening of Yingkou port, Yingkou port infrastructure construction on the basis of the initial development. As the only port and trade port in northeast China, Yingkou port developed rapidly, and Yingkou port soon became the transit center and distribution center of import and export trade in Northeast China. However, at the beginning of the 20th century, because of the obstruction of port navigation and the competition of Dalian and other ports, Yingkou port declined and the status of port declined. In order to revitalize Yingkou port, port infrastructure construction was carried out in an all-round way. This paper focuses on the infrastructure construction of Yingkou Port. Based on the archival documents, this paper divides the infrastructure construction of Yingkou Port into two periods, focusing on the status of port infrastructure construction and its achievements in the 1920s. The significance of port infrastructure construction and its impact on Northeast China are analyzed. This paper consists of three parts. The main contents are as follows: the first part mainly discusses the infrastructure construction of Yingkou Port before the 1920s. This paper introduces the initial achievements of Yingkou Port in infrastructure construction in the initial stage of port opening from three aspects, such as the construction of infrastructure, the construction of Yingkou railway station, and the management of the port by customs. At the same time, it is discussed that the navigation of Yingkou Port is blocked and the shipping industry is affected. The second part focuses on the implementation of Yingkou port regulation project in the 1920s. First of all, the necessity of revitalizing port infrastructure construction is analyzed and various plans are introduced. Then, from improving port navigation conditions, speeding up the transshipment capacity of seaports by water and land, and improving the overall infrastructure construction technology, This paper discusses the implementation of Yingkou port infrastructure construction in 1920s from four aspects of improving port infrastructure service system. The third part summarizes the significance of Yingkou port infrastructure construction on the basis of accurate discussion of historical facts. This paper first discusses the influence of the infrastructure construction of Yingkou Port on the foreign trade in Northeast China, and then evaluates the infrastructure construction of Yingkou Port.
