【摘要】：本文利用現(xiàn)查檔案文獻(xiàn)資料,著重對民國初期山東流民出現(xiàn)的數(shù)量、地域分布、原因、救濟(jì)整治及生產(chǎn)生活等問題作了系統(tǒng)深入分析,以期能揭示其發(fā)展演變的規(guī)律與特點(diǎn),并推進(jìn)相關(guān)領(lǐng)域的學(xué)術(shù)研究向縱深發(fā)展。 本文指出:民國初期山東流民平均每年出現(xiàn)幾十萬,甚至上百萬,數(shù)量龐大,這些流民大多分布于省內(nèi)及東北地區(qū),其他省外地區(qū)甚至海外則稍有分布。民國初期造成山東流民大量涌現(xiàn)的原因眾多,如戰(zhàn)亂頻繁、匪患猖獗、捐稅沉重、自然災(zāi)害等,致使社會(huì)長期動(dòng)蕩,大批流民背井離鄉(xiāng),以致形成了一個(gè)波瀾壯闊的流民潮。 面對民國初期山東流民的出現(xiàn),從中央到地方的各級政府以及民間社會(huì)團(tuán)體、慈善機(jī)關(guān)甚至個(gè)人都紛紛投入到救助流民問題的工作中,積極籌劃救濟(jì)辦法,使部分流民的生產(chǎn)和生活得到了一定程度的安置。但由于當(dāng)時(shí)政治腐敗、財(cái)力困乏、社會(huì)動(dòng)蕩等因素,各級政府、社會(huì)團(tuán)體與個(gè)人的積極救助行動(dòng)顯得杯水車薪,難以從根本上杜絕流民現(xiàn)象的不斷涌現(xiàn)。
[Abstract]:This paper makes a systematic and in-depth analysis of the number, geographical distribution, causes, relief and renovation, production and living of the displaced people in Shandong Province in the early period of the Republic of China, with a view to revealing the law and characteristics of its development and evolution. And to promote the academic research in related areas to the depth of development. This paper points out that in the early period of the Republic of China, the average number of Shandong displaced people appeared in the hundreds of thousands or even more than one million a year. Most of these displaced people were distributed in the province and the northeast, while other provinces and even overseas countries were slightly distributed. In the early period of the Republic of China, there were many reasons for the mass emergence of the displaced people in Shandong Province, such as frequent war, rampant banditry, heavy taxation, natural disasters, and so on, which caused social unrest for a long time and a large number of displaced people from their homes, thus forming a magnificent wave of displaced people. In the face of the emergence of the displaced people in Shandong Province in the early years of the Republic of China, governments at all levels, civil society organizations, charities and even individuals from the central to the local levels all put themselves into the work of rescuing the displaced people and actively planned relief methods. So that part of the production and life of displaced people to a certain degree of resettlement. However, due to political corruption, financial difficulties, social unrest and other factors, the active rescue actions of governments, social groups and individuals at all levels appear to be inadequate, and it is difficult to put an end to the incessant emergence of displaced people.
