【摘要】：在抗戰(zhàn)前夕,有識之士對我國茶葉貿(mào)易存在的諸多弊端紛紛發(fā)表建議,尋求除病去疴之良藥,其中非議最多者莫過于政府統(tǒng)制。隨著抗日戰(zhàn)爭的爆發(fā),殘暴的戰(zhàn)爭機(jī)器不但將中國拖入戰(zhàn)爭的泥潭,而且將原有的一切制度迅速打翻在地,舊的制度、既得利益者不再成為改革的阻力。要理解抗戰(zhàn)時(shí)期國民政府采取茶葉統(tǒng)制政策的必要性,就必須對抗戰(zhàn)前夕我國茶葉生產(chǎn)貿(mào)易狀況,特別是其中存在的問題有一個(gè)基本的認(rèn)識。
[Abstract]:On the eve of the War of Resistance against Japan, people of insight put forward suggestions to the drawbacks of tea trade in our country one after another, and sought medicine to eliminate diseases and diseases. With the outbreak of the War of Resistance against Japan, the brutal war machine not only dragged China into the quagmire of war, but also quickly overturned all the existing systems. The old system, vested interests, no longer become an obstacle to reform. In order to understand the necessity for the national government to adopt the tea control policy during the Anti-Japanese War, it is necessary to have a basic understanding of the situation of tea production and trade before the War of Resistance against Japan, especially the problems existing therein.
