清末浙江咨議局的創(chuàng)設(shè)與運(yùn)行

【摘要】：浙江咨議局在清末全國咨議局中位居前列,浙撫增韞十分重視咨議局的籌辦和運(yùn)轉(zhuǎn),強(qiáng)調(diào)"國家懸權(quán)利予人民,亦不能強(qiáng)個人而使之享有,要在人民能自得耳";傳統(tǒng)士紳和新式知識分子熱心于咨議局的籌辦和選舉,認(rèn)為可從此"跳出專制范圍,享自由之福";咨議局成立后,議員富具參與意識,議政頗具專業(yè)水準(zhǔn),和行政機(jī)關(guān)展開了激烈的博弈;較好實(shí)現(xiàn)了自身立法和監(jiān)督的法定職能,一定程度反應(yīng)了民眾的利益訴求。咨議局在和革命的賽跑中被偶發(fā)事件破壞,政治現(xiàn)代化進(jìn)程被打斷。
[Abstract]:Zhejiang State Council was in the forefront of the State Council in the late Qing Dynasty. Zhejiang Governor Zengyun attached great importance to the preparation and operation of the State Council, and stressed that "the right of the state is suspended to the people, nor can it be enjoyed by the individual, but should be enjoyed by the people." The traditional gentry and the new-style intellectuals were enthusiastic in the preparation and election of the Council of the Union and thought that they could "jump out of the autocratic scope and enjoy the blessings of freedom". After the establishment of the Council of the Union, the councillors have a sense of participation, have a professional standard in discussing politics, and have launched a fierce game with the administrative organs; they have better realized their own statutory functions of legislation and supervision, and to a certain extent have reflected the interests of the people. The Council of the Union was derailed by occasional events in the race against the revolution, and the process of political modernization was interrupted.
