【摘要】：民國(guó)初年,一批近代工程人員有感于中國(guó)工程事業(yè)之落后,組織建立了中國(guó)工程師學(xué)會(huì),領(lǐng)導(dǎo)和團(tuán)結(jié)工程師群體開展工程學(xué)術(shù)研究。同時(shí),積極探索學(xué)會(huì)內(nèi)部的組織制度建設(shè),聯(lián)絡(luò)國(guó)內(nèi)、國(guó)際工程學(xué)界進(jìn)行科學(xué)交流,實(shí)地考察、為各地工業(yè)建設(shè)提供參考意見,指導(dǎo)工程教育制度的實(shí)行,鼓勵(lì)開辦工程專門學(xué)校以培養(yǎng)工程技術(shù)人才,獎(jiǎng)勵(lì)優(yōu)秀的工程技術(shù)人員,從而促進(jìn)了學(xué)會(huì)各項(xiàng)體制的規(guī)范化發(fā)展,形成了學(xué)會(huì)特有的工程觀念,既指導(dǎo)著學(xué)會(huì)會(huì)員的工程技術(shù)實(shí)踐,又帶動(dòng)了中國(guó)工程科學(xué)技術(shù)與民國(guó)社會(huì)的互動(dòng)。由此,本文就對(duì)中國(guó)工程師學(xué)會(huì)的體制化建設(shè)進(jìn)行研究,分析考察學(xué)會(huì)在近四十年發(fā)展歷程中的組織、研究、交流、教育、獎(jiǎng)勵(lì)等各項(xiàng)建設(shè),以此來揭示中國(guó)工程師學(xué)會(huì)在近代中國(guó)工程史中的重要地位,以及它對(duì)于民國(guó)時(shí)期科學(xué)文化與社會(huì)的推動(dòng)作用。首先,對(duì)中國(guó)工程師學(xué)會(huì)的歷史發(fā)展概況作簡(jiǎn)要闡述,使我們清晰學(xué)會(huì)近四十年三個(gè)不同歷史階段的發(fā)展情況,從而從整體上把握學(xué)會(huì)的歷史發(fā)展脈絡(luò),為理解學(xué)會(huì)各項(xiàng)體制化建設(shè)奠定基礎(chǔ)。其次,分別對(duì)中國(guó)工程師學(xué)會(huì)的組織建設(shè)、研究與交流體制、教育與獎(jiǎng)勵(lì)體制進(jìn)行深入分析與探討。剖析中國(guó)工程師學(xué)會(huì)三個(gè)歷史時(shí)期的內(nèi)部組織制度的完善,工程科學(xué)研究的不斷深入,工程交流的廣泛拓展,對(duì)工程教育的反思與探索,以及獎(jiǎng)勵(lì)體制的形成,從而使我們?nèi)胬斫鈱W(xué)會(huì)的各項(xiàng)體制化建設(shè),并且把握學(xué)會(huì)不同時(shí)期體制化建設(shè)之傳承與發(fā)展。最后,從科學(xué)文化的角度對(duì)中國(guó)工程師學(xué)會(huì)的各項(xiàng)體制化建設(shè)進(jìn)行審視。學(xué)會(huì)的體制建設(shè)過程中反映出了學(xué)會(huì)的務(wù)實(shí)求用與學(xué)術(shù)研究相結(jié)合的工程觀念,在這一觀念的指導(dǎo)下,學(xué)會(huì)進(jìn)行各項(xiàng)探索與建設(shè),不斷與社會(huì)相互作用,促進(jìn)了民國(guó)時(shí)期工程事業(yè)的發(fā)展,推進(jìn)了中國(guó)近代工程科學(xué)文化的進(jìn)步。中國(guó)工程師學(xué)會(huì)的探索與發(fā)展為當(dāng)今改革開放新時(shí)期,加強(qiáng)科學(xué)學(xué)會(huì)與社會(huì)之互動(dòng)提供了可借鑒的經(jīng)驗(yàn),有益于新時(shí)期中國(guó)社會(huì)的發(fā)展,有助于中國(guó)工業(yè)強(qiáng)國(guó)夢(mèng)想的實(shí)現(xiàn)。
[Abstract]:In the early years of the Republic of China, a group of modern engineers felt that China's engineering industry was lagging behind, and organized the establishment of the Chinese Institution of Engineers, leading and unifying the group of engineers to carry out engineering academic research. At the same time, we should actively explore the construction of the internal organizational system of the Institute, liaise with domestic and international engineering circles for scientific exchanges, conduct field visits, provide reference opinions for industrial construction in various localities, and guide the implementation of the engineering education system. To encourage the establishment of special engineering schools to train engineers and technicians and to reward outstanding engineers and technicians, thus promoting the standardized development of the various systems of the society and forming the unique engineering concept of the society, It not only guides the engineering practice of the students, but also promotes the interaction between the engineering science and technology of China and the society of the Republic of China. As a result, this paper studies the institutional construction of the Chinese Institution of Engineers, and analyzes the organization, research, communication, education, awards and other developments of the Institute in the course of its development over the past 40 years. In order to reveal the important position of the Chinese Institution of Engineers in the modern Chinese engineering history and its role in promoting scientific culture and society in the period of the Republic of China. First of all, a brief description of the historical development of the Chinese Institution of Engineers is made, so that we can clearly understand the development of the society at three different stages of history in the past 40 years, so as to grasp the historical development context of the Institute as a whole. For the understanding of the Institute of various institutional construction laid the foundation. Secondly, the organizational construction, research and communication system, education and reward system of the Chinese Institution of Engineers are analyzed and discussed. This paper analyzes the perfection of the internal organization system in the three historical periods of the Chinese Institute of Engineers, the continuous deepening of engineering scientific research, the extensive expansion of engineering exchanges, the reflection and exploration of engineering education, and the formation of the reward system. So that we can fully understand the institutional construction of the Institute, and grasp the inheritance and development of the institutionalization construction of the Institute in different periods. Finally, from the point of view of science and culture, the institutional construction of the Chinese Institution of Engineers is examined. The institution building process of the Institute reflects the engineering idea of combining the practical application of the Institute with academic research. Under the guidance of this concept, the Institute carries out various explorations and constructions and constantly interacts with society. It promoted the development of engineering in the period of Republic of China, and promoted the progress of engineering science and culture in modern China. The exploration and development of the Chinese Institution of Engineers have provided the experience for reference for strengthening the interaction between the scientific society and the society in the new period of reform and opening up, which is beneficial to the development of the Chinese society in the new period and to the realization of the dream of China's industrial power.
