【摘要】：圍繞1920年湖北省長的人選、就任、省署駐地之爭等問題,湖北地方社會(huì)與督軍王占元發(fā)生了激烈沖突。之所以出現(xiàn)這一局面,是中央政府任命王占元親家孫振家為湖北省長,引發(fā)了湖北社會(huì)各界的強(qiáng)烈反對(duì)。中央政府俯順輿情,轉(zhuǎn)而任命夏壽康為湖北省長,又引起督軍王占元的不滿,王多次向中央提出請(qǐng)假和辭職。在中央的多方斡旋下,王占元、夏壽康明迎暗拒。夏壽康到任后,相繼發(fā)生了孫傳芳兵逼夏壽康事件以及省署駐地問題之爭,又使這一沖突白熱化。湖北省長人選的一波三折政潮,既折射出王占元督鄂后期湖北地方政治生態(tài)的復(fù)雜變動(dòng),又展現(xiàn)出民國初期省制糾結(jié)中踐行省自治的新景象,同時(shí)也可看出中央與地方關(guān)系的復(fù)雜面向。
[Abstract]:There was a fierce conflict between Hubei local society and Wang Zhanyuan. The reason for this situation is that the central government appointed Sun Zhenjia, Wang Zhanyuan's family member, as governor of Hubei province, which triggered strong opposition from all walks of life in Hubei. The central government defied public opinion and instead appointed Xia Shoukang as governor of Hubei. Wang Zhanyuan, governor of the Central Government, was dissatisfied with Wang Zhanyuan, who repeatedly asked the Central Committee for leave and resignation. In the central government of many mediation, Wang Zhanyuan, Xia Shoukang Ming Ying dark refused. After Xia Shoukang came to power, Sun Chuanfang forced Xia Shoukang and the dispute over the provincial government's resident office, which made the conflict become more and more intense. The twists and turns of the candidates for Hubei governor not only reflect the complex changes of Hubei local political ecology in the late period of Wang Zhanyuan's supervision and supervision of Hubei, but also reveal the new scene of practicing provincial autonomy in the entanglement of provincial system in the early period of the Republic of China. At the same time, we can also see the complex orientation of the relationship between the central and local governments.
