【摘要】： 本文借助四川省檔案館民國時(shí)期四川省田賦管理處檔案及相關(guān)文獻(xiàn)資料,著重對(duì)抗戰(zhàn)時(shí)期四川田賦的管理機(jī)構(gòu)、征收政策、征收方式及征收效果等問題進(jìn)行較為全面系統(tǒng)深入地研究,以期能有助于這一時(shí)期四川經(jīng)濟(jì)史相關(guān)課題的研究向縱深發(fā)展。 本文四萬余字,除前言、結(jié)語外,共分四章。前言部分闡明了本文選題的研究現(xiàn)狀、主要內(nèi)容和創(chuàng)新之處。第一章主要介紹了抗戰(zhàn)前四川田賦征收概況,即四川耕地面積和田賦征收情況。第二章論述了抗戰(zhàn)時(shí)期四川田賦管理機(jī)構(gòu)的變革、田賦征收政策的形成以及土地清查等問題。第三章著重論述了抗戰(zhàn)時(shí)期四川田賦“三征”的基本情況以及災(zāi)歉年份田賦征收情況。同時(shí)又從大量難民涌入、軍糧需求上升、官商囤積糧食、糧源不足四個(gè)方面重點(diǎn)探討了抗戰(zhàn)時(shí)期四川田賦“三征”的原因。第四章著重對(duì)抗戰(zhàn)時(shí)期田賦三征的效果從正反兩方面進(jìn)行了分析評(píng)價(jià)。結(jié)語部分從抗戰(zhàn)時(shí)期四川田賦三征的起因、內(nèi)容及效果等方面,總結(jié)了幾點(diǎn)經(jīng)驗(yàn)教訓(xùn)。
[Abstract]:With the help of the archives and related documents of Sichuan Land Taxation Administration during the Republic of China period, this paper focuses on the administration and collection policy of Sichuan Land tax during the War of Resistance against Japan. The methods and effects of expropriation are studied thoroughly and systematically in order to help the research of Sichuan economic history to develop in depth. In addition to preface and conclusion, this paper is divided into four chapters. The preface explains the research status, main contents and innovations of this paper. The first chapter mainly introduces the general situation of Sichuan land tax collection before the War of Resistance against Japan, that is, Sichuan cultivated land area and land tax collection situation. The second chapter discusses the reform of Sichuan land tax administration, the formation of land tax collection policy and land inventory during the War of Resistance against Japan. The third chapter focuses on the basic situation of Sichuan land tax "three March" during the War of Resistance against Japan and the situation of land tax collection in the year of disaster and apology. At the same time, from the four aspects of the influx of refugees, the rising demand for military grain, the hoarding of grain by officials and merchants, and the shortage of grain sources, the reasons for Sichuan's land tax "three March" during the War of Resistance against Japan were discussed. Chapter four focuses on the analysis and evaluation of the effect of the third March of Land tax during the War of Resistance against Japan from both positive and negative aspects. The conclusion summarizes some experiences and lessons from the causes, contents and effects of Sichuan's third March of Land tax during the War of Resistance against Japan.
