【摘要】：本文以抗戰(zhàn)時(shí)期陜甘寧邊區(qū)難民潮的形成與應(yīng)對(duì)為研究主題。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)難民潮形成于特定的社會(huì)歷史條件之下,是多種因素綜合作用的產(chǎn)物。日本帝國主義的侵略,國民政府的苛捐雜稅,頻繁發(fā)生的自然災(zāi)害,造成了大量難民不斷涌入陜甘寧邊區(qū),從而使難民問題成為了當(dāng)時(shí)邊區(qū)政府一個(gè)嚴(yán)重的政治和社會(huì)問題。針對(duì)數(shù)量龐大、成分復(fù)雜、來源廣泛的難民潮特點(diǎn),中國共產(chǎn)黨領(lǐng)導(dǎo)邊區(qū)政府和人民采取了積極的難民救濟(jì)措施,設(shè)立難民救濟(jì)機(jī)構(gòu),制訂難民救濟(jì)文件,提供難民安置住所,實(shí)施難民經(jīng)濟(jì)賑濟(jì),鼓勵(lì)難民生產(chǎn)自救,保障難民民主權(quán)利。這些舉措不僅保障了難民的生活,而且穩(wěn)定了邊區(qū)的社會(huì)秩序,促進(jìn)了邊區(qū)的生產(chǎn),增強(qiáng)了黨和邊區(qū)政府的號(hào)召力和凝聚力。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)在難民救濟(jì)方面的成功探索,為中國共產(chǎn)黨領(lǐng)導(dǎo)人民進(jìn)行社會(huì)建設(shè)和社會(huì)管理積累了寶貴經(jīng)驗(yàn)。認(rèn)真總結(jié)這些經(jīng)驗(yàn),對(duì)于我們當(dāng)前扶助弱群體,保障和改善民生,促進(jìn)社會(huì)和諧具有重要的
[Abstract]:This paper focuses on the formation and response of refugee flows in Shaanxi-Kansu-Ningxia Border region during the War of Resistance against Japan. During the War of Resistance against Japan, the flow of refugees in the Shensi-Kansu-Ningsia Border region was formed under the specific social and historical conditions and was the result of the comprehensive action of many factors. The invasion of Japanese imperialism, the exorbitant taxation of the national government and the frequent natural disasters caused a large number of refugees to pour into the Shensi-Kansu-Ningsia Border region, thus making the refugee problem a serious political and social problem of the border region government at that time. In view of the characteristics of a large number, complex components and a wide range of refugee flows, the government and people of the border region led by the Communist Party of China have taken active refugee relief measures, set up refugee relief agencies, worked out refugee relief documents, and provided resettlement homes for refugees. To implement economic relief for refugees, encourage refugees to produce and help themselves, and protect the democratic rights of refugees. These measures not only guaranteed the life of the refugees, but also stabilized the social order in the border region, promoted the production of the border region, and strengthened the appeal and cohesion of the Party and the government of the border region. The successful exploration of refugee relief in the Shensi-Kansu-Ningsia Border region during the Anti-Japanese War accumulated valuable experience for the Chinese Communist Party to lead the people to carry out social construction and social management. It is important for us to help the weak groups, protect and improve the people's livelihood and promote social harmony.
