【摘要】：1956—1966年既是全面建設(shè)社會(huì)主義的十年，又是社會(huì)主義曲折發(fā)展的十年。在這十年中，我國(guó)的社會(huì)主義建設(shè)取得了很大的成就，但是同時(shí)，我們又有過(guò)嚴(yán)重失誤，經(jīng)歷了曲折的發(fā)展過(guò)程。這種失誤和曲折集中體現(xiàn)在1959至1961年，即三年經(jīng)濟(jì)困難時(shí)期。而本文所要研究的“濟(jì)寧事件”就是在這段時(shí)期發(fā)生的。 “濟(jì)寧事件”是指1958年冬至1959年春山東濟(jì)寧地區(qū)發(fā)生的嚴(yán)重的糧荒以致餓死人的事件。該事件的發(fā)生是多種因素相互作用的結(jié)果。其中濟(jì)寧各地大刮浮夸風(fēng)、共產(chǎn)風(fēng)、干部特殊化風(fēng)、強(qiáng)迫命令風(fēng)、生產(chǎn)瞎指揮風(fēng)以及后來(lái)在糧食問(wèn)題上又執(zhí)行了高指標(biāo)、高估產(chǎn)、高征購(gòu)等政策，是導(dǎo)致“濟(jì)寧事件”的最根本原因。 “濟(jì)寧事件”發(fā)生以后，中共中央與山東省委緊急采取了以下措施：召開(kāi)一系列會(huì)議，“壓縮空氣”；派工作組赴有困難縣區(qū)進(jìn)行調(diào)查；調(diào)拔糧食，發(fā)放社會(huì)救濟(jì)，搶救治療患病群眾；平反受到錯(cuò)誤批判的干部和群眾；開(kāi)展整社運(yùn)動(dòng)，落實(shí)人民公社政策，解決公社糧食問(wèn)題和體制問(wèn)題。這些措施使?jié)鷮幍貐^(qū)順利度過(guò)了糧荒，但由于上述舉措是在充分肯定“大躍進(jìn)”和人民公社優(yōu)越性的前提下進(jìn)行的，沒(méi)有從指導(dǎo)思想上糾正“左”的錯(cuò)誤，因此濟(jì)寧地區(qū)未能也不可能從根本上解決“大躍進(jìn)”中存在的問(wèn)題，這也就意味著“濟(jì)寧事件”的解決只是邁出了糾“左”歷程中的一小步，而且很快又倒退回去。 以總路線、大躍進(jìn)、人民公社“三面紅旗”為代表和特征的群眾運(yùn)動(dòng)，，在1959年初就已暴露出嚴(yán)重弊病�！皾�(jì)寧事件”的發(fā)生只是其中的一個(gè)典型例證，絕不是一個(gè)孤立的事件，它是全國(guó)大躍進(jìn)災(zāi)難的一個(gè)預(yù)演，一個(gè)縮影。它以其獨(dú)特的視角反映了“大躍進(jìn)”和人民公社化運(yùn)動(dòng)中的諸多問(wèn)題，同時(shí)也給人們呈現(xiàn)了解決這些問(wèn)題的一些方法和經(jīng)驗(yàn)。但遺憾的是，我們沒(méi)有認(rèn)真從中吸取經(jīng)驗(yàn)教訓(xùn)，沒(méi)有也不可能從根本上總結(jié)這次事件，致使后來(lái)又發(fā)生了無(wú)數(shù)個(gè)類似的“事件”。 前事不忘，后事之師。對(duì)“濟(jì)寧事件”的深入分析，有助于我們深化對(duì)大躍進(jìn)災(zāi)難的成因及其具體救助機(jī)制的理解及“左”傾錯(cuò)誤思想對(duì)我國(guó)的社會(huì)主義現(xiàn)代化建設(shè)事業(yè)的發(fā)展所造成的深遠(yuǎn)影響和重大危害，有助于我們從中吸取正反兩方面的經(jīng)驗(yàn)教訓(xùn)，繼往開(kāi)來(lái)，更好的解決三農(nóng)問(wèn)題，更好的進(jìn)行社會(huì)主義新農(nóng)村建設(shè)。
[Abstract]:1956-1966 is not only the ten years of building socialism in an all-round way, but also the ten years of the tortuous development of socialism. In this decade, China's socialist construction has made great achievements, but at the same time, we have had serious mistakes and experienced a tortuous process of development. These failures and twists were concentrated between 1959 and 1961, three years of economic hardship. The Jining event, which this paper is going to study, happened in this period. "Jining incident" refers to the serious grain famine that occurred in the spring of 1959 in the Winter Solstice, Shandong Province, leading to starvation. The event occurred as a result of the interaction of many factors. Among them, in Jining, there was a great bravado, a total production style, a cadre specialization wind, a forced command wind, a blind production command style and, later on, a policy of high targets, overestimation of production, and high requisition and purchase on the grain issue. It is the most fundamental cause of Jining incident. After the "Jining incident," the CPC Central Committee and the Shandong Provincial Party Committee took the following measures: to convene a series of meetings to "compress air"; to send working groups to counties in difficulty to conduct investigations; to adjust and pull out grain, and to distribute social relief. To rescue and treat the sick; to rehabilitate cadres and the masses who have been wrongly criticized; to carry out the whole society movement, to implement the people's commune policy, and to solve the grain and system problems in the communes. These measures enabled the Jining region to successfully overcome the grain shortage, but since the above measures were carried out on the premise of fully affirming the superiority of the "Great Leap forward" and the people's Commune, they did not correct the "left" mistake in the guiding ideology. Therefore, the Jining area has failed and cannot fundamentally solve the problems existing in the Great Leap forward, which means that the resolution of the "Jining incident" is only a small step in the course of rectifying the "left", and it will soon regress back. The mass movement, characterized by the general line, the Great Leap forward and the people's Commune's "three Red Flag", had exposed serious ills at the beginning of 1959. The "Jining incident" is only one of the typical examples, not an isolated event, it is a preview of the national Great Leap forward disaster, a microcosm. It reflects many problems in the Great Leap forward and the people's commune movement with its unique visual angle, and also presents some methods and experiences to solve these problems. Unfortunately, we did not seriously draw lessons from the experience, did not and could not fundamentally sum up the incident, resulting in the subsequent occurrence of countless similar "events." Never forget the past. An in-depth analysis of the Jining incident, It will help us to deepen our understanding of the causes of the Great Leap forward disaster and its specific relief mechanism and the profound impact and great harm caused by the "left" and erroneous thinking to the development of the cause of socialist modernization in our country. It is helpful for us to draw lessons from both positive and negative aspects, build on the past, solve the problems of agriculture, rural areas and farmers, and better carry out the construction of a new socialist countryside.
