【摘要】：中國(guó)航空公司是南京國(guó)民政府按照現(xiàn)代企業(yè)要求，有計(jì)劃、有組織地創(chuàng)辦的中國(guó)第一家中美合資經(jīng)營(yíng)的民航企業(yè)。20世紀(jì)20年代末，在國(guó)際國(guó)內(nèi)兩方面的壓力之下，國(guó)民政府出于政治、經(jīng)濟(jì)利益的考慮，決定創(chuàng)辦中國(guó)航空公司，發(fā)展民用航空事業(yè)。由于國(guó)民政府內(nèi)部不同部門(mén)的權(quán)爭(zhēng)和國(guó)人的強(qiáng)烈反對(duì)，前中國(guó)航空公司成立不久就中途夭折。1930年7月8日，交通部長(zhǎng)王伯群與美國(guó)飛運(yùn)公司代表普霖在南京簽訂新的《中美航空運(yùn)輸合同》，重組成立了新的中國(guó)航空公司。中國(guó)航空公司是國(guó)家資本和外國(guó)資本共同經(jīng)營(yíng)的股份制企業(yè)，采用職能型的層級(jí)管理結(jié)構(gòu)，公司財(cái)務(wù)狀況呈現(xiàn)出動(dòng)態(tài)變化的特征。從1930年到1937年，中航以上海為中心，先后開(kāi)辟了滬蜀、滬平、滬粵、渝昆四條主要航線，郵運(yùn)、客運(yùn)、貨運(yùn)業(yè)務(wù)全面展開(kāi)，營(yíng)業(yè)收入由初期的虧損嚴(yán)重到逐漸扭虧為盈。到全面抗戰(zhàn)爆發(fā)前，中航已頗具規(guī)模，成為當(dāng)時(shí)國(guó)內(nèi)最大的民航企業(yè)，不過(guò)公司內(nèi)部也存在一些難以解決的問(wèn)題。中航的早期發(fā)展歷程成為當(dāng)時(shí)國(guó)民政府民用航空事業(yè)發(fā)展的一個(gè)縮影。 本文通過(guò)對(duì)中國(guó)航空公司早期發(fā)展歷程的考察和分析指出，南京國(guó)民政府管理體制的混亂和不完善，，以及全面抗戰(zhàn)的到來(lái)，影響和打斷了中航正常的發(fā)展軌跡；國(guó)民政府特別是交通部對(duì)公司的財(cái)政支持，使中航渡過(guò)了資金短缺的難關(guān)，但政府也背負(fù)了一定的經(jīng)濟(jì)負(fù)擔(dān)；美方的入股既有利也有弊，應(yīng)客觀看待。
[Abstract]:Air China is the first Sino-American joint venture civil aviation enterprise established by the Nanjing National Government in accordance with the requirements of modern enterprises and planned and organized. In the late 1920s, under international and domestic pressure, Considering the political and economic interests, the National Government decided to establish Chinese airlines and develop civil aviation. As a result of the power struggle among different departments within the National Government and the strong opposition of the Chinese people, the former China Airlines died soon after its founding. On July 8, 1930, Transportation Secretary Wang Boqun signed a new Sino-American Air Transport contract in Nanjing with Pulin, a representative of the US Air Transport Company, and restructured and established a new Air China. China Airlines is a joint-stock enterprise operated jointly by national capital and foreign capital. The financial situation of China Airlines is characterized by dynamic changes in its financial situation by adopting a functional hierarchical management structure. From 1930 to 1937, CAAC took Shanghai as the center, opened four main routes of Shanghai Shu, Shanghai Ping, Shanghai and Guangdong, Chongqing and Kunming successively, postal transport, passenger transport, freight transport business, business income from the initial serious losses to gradually turn to profit. Before the outbreak of the War of Resistance against Japan, Air China had become the largest civil aviation enterprise in the country at that time, but there were still some problems inside the company. CAAC's early development process became a microcosm of the civil aviation development of the national government at that time. This paper points out that the chaos and imperfection of the management system of Nanjing National Government and the arrival of the Anti-Japanese War have affected and interrupted the normal development track of Air China through the investigation and analysis of the early development course of China Airlines. The financial support of the National Government, especially the Ministry of Communications, has made CAAC tide over the difficulty of capital shortage, but the government has also borne a certain economic burden; the US investment has both advantages and disadvantages, which should be viewed objectively.
