【摘要】：鴉片戰(zhàn)爭(zhēng)時(shí)期,清軍水師出現(xiàn)了兵力不足、不習(xí)水戰(zhàn)、經(jīng)費(fèi)緊張等情況。同時(shí),一些沿海漁民在英軍的利誘下,甘愿為英軍提供幫助甚至為英軍效力。為此,清朝官員們提出招募水勇以解決以上難題。然而,戰(zhàn)爭(zhēng)局勢(shì)一旦緩和,道光帝又匆忙下令裁撤水勇,沒想到又因此導(dǎo)致地方社會(huì)治安的動(dòng)蕩。清廷在水勇的招募與裁撤方面反映出鴉片戰(zhàn)爭(zhēng)時(shí)期清廷在海疆防務(wù)、軍民關(guān)系、治理機(jī)制等方面存在一系列嚴(yán)重問題。
[Abstract]:During the Opium War, the Navy Division of the Qing Army had a shortage of troops, no practice of water warfare, and a shortage of funds. Meanwhile, some coastal fishermen were lured by the British army to help and even work for the British army. To this end, the Qing Dynasty officials proposed to recruit water Yong to solve these problems. However, once the war eased, Dao and Guangdi rushed to order the abolition of Shuiyong, which led to the unrest of local public order. The recruitment and abolishment of Shuiyong in Qing Dynasty reflected a series of serious problems in defense, military and civilian relations and governance mechanism during the Opium War.
