武昌起義前夕長江流域省份新軍狀況研究——以徐樹錚《參觀寧鎮(zhèn)湘鄂皖陸軍稟報》為中心

【摘要】：現(xiàn)藏于北京大學(xué)圖書館的《參觀寧鎮(zhèn)湘鄂皖陸軍稟報》,是宣統(tǒng)三年江北督練公所參議官徐樹錚隨陸軍部官員參觀江蘇、湖南、湖北、安徽四省新軍的考察報告。作為一位留日初歸、意欲了解本國練兵實情的新軍軍官,徐樹錚在考察報告中詳細記錄了武昌起義前夕長江流域省份新軍的官兵素質(zhì)、武器裝備、營房內(nèi)務(wù)及軍事訓(xùn)練狀況。同時,他還察覺到長江流域省份督撫編練新軍時的消極態(tài)度,甚至有督撫對新軍充滿敵意。通過徐樹錚的考察報告,可令人直觀了解辛亥革命爆發(fā)前夕長江流域省份新軍的內(nèi)部狀況,一方面,有利于從軍事專業(yè)的角度認(rèn)識新軍的表與里,客觀評價清末新政時期的練兵成效;另一方面,有助于從地方督撫角度解釋新軍轉(zhuǎn)向革命的原因。
[Abstract]:The Army Endowment to visit Hunan, Hubei and Anhui provinces in Ningzhen, which is now hidden in the library of Peking University, is a report on the inspection of the four new armies in Jiangsu, Hunan, Hubei and Anhui provinces by the officials of the Department of the Army, Xu Shuzheng, a member of the council of the Jiangbei Governor's training Office in Xuantong for three years. As a new army officer who returned to Japan at the beginning of his stay and wanted to know the actual situation of his country's military training, Xu Shuzheng made a detailed record of the officers and men's quality, weapons and equipment, the housekeeping of barracks, and military training in the provinces of the Yangtze River on the eve of the Wuchang uprising. At the same time, he was aware of the passive attitude of the provincial governor of the Yangtze River to train the Forces nouvelles, and even his hostility to the Forces nouvelles. Through Xu Shuzheng's inspection report, one can intuitively understand the internal situation of the Forces nouvelles in the provinces of the Yangtze Valley on the eve of the Xinhai Revolution. On the one hand, it is helpful to understand the appearance and interior of the Forces from a military professional point of view. On the other hand, it is helpful to explain the reason why the New Army turned to revolution from the angle of local governor.
