【摘要】：全國抗戰(zhàn)轉(zhuǎn)入戰(zhàn)略相持階段后,敵后戰(zhàn)場逐漸成為抗日戰(zhàn)爭的主要戰(zhàn)場,中國共產(chǎn)黨領(lǐng)導(dǎo)的敵后抗戰(zhàn)變得愈加艱難。而孤懸敵后,處在日本侵略軍、汪偽漢奸及國民黨反共頑固派的夾擊之中的鄂豫邊區(qū)軍民,卻在這樣艱苦的條件下先后抗擊了 15萬日本侵略軍和8萬多偽軍的進攻,打退了國民黨頑固派掀起的三次反共高潮,根據(jù)地不僅沒有被削弱,反而得到鞏固并日益擴大了,這與中國共產(chǎn)黨在鄂豫邊區(qū)抗日根據(jù)地開展的卓有成效的民眾動員工作是分不開的。中國共產(chǎn)黨在鄂豫邊區(qū)抗日根據(jù)地的民眾動員有其特殊歷史背景�？箲�(zhàn)進入戰(zhàn)略相持階段后,民族危機進一步加深,國民黨地方政權(quán)系統(tǒng)崩潰,民眾動員成為堅持抗戰(zhàn)的內(nèi)在要求;同時,鄂豫邊區(qū)黨組織得到恢復(fù)與發(fā)展,再加上土地革命戰(zhàn)爭時期中國共產(chǎn)黨積累的豐富的民眾動員經(jīng)驗,使中國共產(chǎn)黨成為民眾動員的堅強領(lǐng)導(dǎo)力量。中國共產(chǎn)黨在鄂豫邊區(qū)抗日根據(jù)地民眾動員共經(jīng)歷了五個階段,分別為邊區(qū)初創(chuàng)時期、形成時期、堅持和發(fā)展時期、進步發(fā)展和鞏固時期以及奪取抗戰(zhàn)最后勝利時期。為了進一步激發(fā)民眾的民族意識,促成抗戰(zhàn)的最終勝利,中國共產(chǎn)黨開展了形式多樣的民眾動員。在政治上,開展愛國主義的政治宣傳和民選運動,擴大民眾的政治參與;在經(jīng)濟上,開展大生產(chǎn)運動和減租減息,維護和發(fā)展邊區(qū)民眾的經(jīng)濟利益;在軍事上,動員民眾剿匪鋤奸,參與敵后抗戰(zhàn);在文化上,開展冬學(xué)運動,提高民眾的知識水平,并開展了豐富多彩的革命性文藝活動。中國共產(chǎn)黨在鄂豫邊區(qū)抗日根據(jù)地的民眾動員,推動了抗日戰(zhàn)爭的最終勝利,喚起了民眾的民主意識和愛國覺悟并推進了邊區(qū)各項事業(yè)的發(fā)展;同時,中國共產(chǎn)黨在鄂豫邊區(qū)民眾動員過程中,出現(xiàn)對生產(chǎn)動員缺乏應(yīng)有重視,宣傳鼓動一度脫離客觀實際,部分統(tǒng)戰(zhàn)干部工作不力等問題也給黨和邊區(qū)民眾帶來嚴(yán)重困難�？偨Y(jié)中國共產(chǎn)黨在鄂豫邊區(qū)的民眾動員工作,可得出以下歷史啟示:一是加強黨的自身建設(shè)是民眾動員的政治前提;二是維護和發(fā)展人民切實利益是民眾動員重要基礎(chǔ);三是制定正確的方針政策是民眾動員的重要制度保障。
[Abstract]:After the National War of Resistance changed into the stage of strategic confrontation, the battlefield behind the enemy line gradually became the main battlefield of the War of Resistance against Japan, and the War of Resistance behind the enemy led by the Communist Party of China became more and more difficult. But the army and the people of the Hubei and Henan Border region, in the midst of the Japanese invading forces, the puppet traitors of Wang and the anti-Communist die-hards of the Kuomintang, have, under such difficult conditions, successively resisted the attacks of 150000 Japanese invading troops and more than 80, 000 puppet troops. After defeating the three anti-Communist climaxes set off by the Kuomintang die-hards, the base areas have not been weakened, but have been consolidated and expanded day by day. This is inseparable from the effective mobilization of the masses carried out by the Communist Party of China in the anti-Japanese base areas of the Hubei-Henan Border region. The mobilization of the Chinese Communist Party in the anti-Japanese base area of Hubei and Henan has its special historical background. After the War of Resistance against Japan entered the stage of strategic confrontation, the national crisis deepened further, the local regime system of the Kuomintang collapsed, and the mobilization of the people became the inherent requirement of persisting in the War of Resistance against Japan. At the same time, the Party organizations in the Hubei and Henan border areas were restored and developed. In addition, the rich experience accumulated by the Communist Party of China during the Agrarian Revolution War made the Communist Party of China become a strong leader in the mobilization of the masses. The Communist Party of China (CPC) has experienced five stages in the mobilization of the masses in the anti-Japanese base area of Hubei and Henan, namely, the beginning period of the border region, the period of formation, the period of persistence and development, the period of progress, development and consolidation, and the period of winning the final victory of the War of Resistance against Japan. In order to stimulate the people's national consciousness and promote the ultimate victory of the War of Resistance, the Communist Party of China carried out various forms of public mobilization. Politically, we should carry out patriotic political propaganda and popularly elected campaigns to expand people's political participation; economically, we should launch mass production campaigns and reduce rent and interest rates to safeguard and develop the economic interests of the people in the border areas; and militarily, To mobilize the masses to suppress bandits and traitors and to participate in the anti-Japanese war behind the enemy forces, and in culture, to carry out winter study campaigns, to improve the people's knowledge level, and to carry out rich and colorful revolutionary literary and artistic activities. The mobilization of the people by the Communist Party of China in the anti-Japanese base area of the Hubei and Henan border areas promoted the ultimate victory of the War of Resistance against Japan, aroused the people's democratic consciousness and patriotic consciousness, and advanced the development of various undertakings in the border region. In the process of the mobilization of the masses in the Hubei and Henan border areas, the Communist Party of China has brought serious difficulties to the Party and the people in the border areas because of the lack of due attention to the mobilization of production, the deviation of propaganda and agitation from the objective reality once, and the ineffective work of some United front cadres. Summing up the public mobilization work of the Communist Party of China in the Hubei and Henan border areas, we can draw the following historical revelations: first, strengthening the Party's own construction is the political premise of the people's mobilization; second, safeguarding and developing the people's real interests is the important foundation of the people's mobilization; Third, the formulation of correct principles and policies is an important institutional guarantee for public mobilization.
