【摘要】：《盛京時(shí)報(bào)》1906年創(chuàng)刊于奉天，是近代史上日本人在中國創(chuàng)辦的最具影響的報(bào)紙之一，創(chuàng)刊時(shí)值中國清未東北新政中期，其間對(duì)東三省官制改革進(jìn)行了比較系統(tǒng)全面的報(bào)道，并發(fā)表了大量的時(shí)政評(píng)論文章，留下了有關(guān)東三省官制改革大量的研究資料，成為學(xué)術(shù)研究重要的資料補(bǔ)充，對(duì)于深化東三省官制改革研究具有重要價(jià)值。由于其創(chuàng)辦者的特殊身份與政治屬性，也為研究清末東北官制改革提供了一個(gè)特殊的觀察視角。本文以《盛京時(shí)報(bào)》所載內(nèi)容作為立論的重要史料，從其對(duì)于東三省官制改革的報(bào)道作為切入口，努力全面系統(tǒng)地探討了清未東三省官制改革這一重要?dú)v史事件。本文主要從四個(gè)方面進(jìn)行探討，第一，從東三省官制改革的時(shí)代背景與必要性，分析其與《盛京時(shí)報(bào)》創(chuàng)刊的內(nèi)在聯(lián)系；第二，從《盛京時(shí)報(bào)》對(duì)東三省官制改革的報(bào)道與立場，分析其研究的史料價(jià)值與客觀性；第三，以《盛京時(shí)報(bào)》的視角來全面深入認(rèn)識(shí)和分析東三省官制改革，同時(shí)，在綜合其它史料基礎(chǔ)上，客觀地分析官制改革的得與失；第四，探討東三省官制改革的深遠(yuǎn)影響及其后的政治發(fā)展。 本文認(rèn)為，清末東三省官制改革雖然存在不徹底性，但在當(dāng)時(shí)改善吏治腐敗，緩和滿漢關(guān)系，解決農(nóng)業(yè)落后等問題，起到了積極推動(dòng)作用，進(jìn)而客觀上促進(jìn)了東三省近代化。官制改革是清末新政的重要組成部分，而清末新政的基本精神和主旨大體效仿日本的明治維新而有所損益，《盛京時(shí)報(bào)》作為能夠代表日本官方立場的輿論工具，應(yīng)對(duì)其充分研究利用。日本作為憲政改革成功的典范并且其對(duì)清末新政是持肯定態(tài)度的，使《盛京時(shí)報(bào)》能夠以較為客觀的筆調(diào)尖銳的指出清末新政及官制改革中存在的問題，，具有揭示其是非參半、真?zhèn)位ヒ姷奶卣鳌?br/>[Abstract]:Founded in Fengtian in 1906, the "Shengjing Times" is one of the most influential newspapers established in China by the Japanese in modern history. It was founded in the middle of the New deal in Northeast China before the beginning of the Qing Dynasty, during which the official system reform in the three eastern provinces was reported systematically and comprehensively. And published a large number of current political commentaries, left a large number of research materials on the reform of the official system in the three eastern provinces, becoming an important supplement to academic research, which has important value for deepening the study of the reform of the official system in the three provinces. Because of its founder's special identity and political attribute, it also provides a special observation angle for the study of the northeast official system reform in the late Qing Dynasty. Taking the contents of Shengjing Times as the important historical data, this paper tries to discuss the important historical event of the official system reform of the three provinces in the Qing Dynasty from its report on the reform of the official system in the three eastern provinces as the entry point. This article mainly carries on the discussion from four aspects, first, from the eastern three provinces official system reform time background and the necessity, analyzes its and "Shengjing Times" the inherent relation; second, From the "Shengjing Times" report and position on the reform of the official system in the three eastern provinces, this paper analyzes the historical value and objectivity of its research; third, it comprehensively and deeply understands and analyzes the official system reform of the three provinces from the perspective of the "Shengjing Times". On the basis of synthesizing other historical data, this paper objectively analyzes the gains and losses of the official system reform; fourthly, it probes into the far-reaching influence of the official system reform in the three eastern provinces and its subsequent political development. This paper holds that, although the official system reform of the three eastern provinces in the late Qing Dynasty was not thorough, it played an active role in promoting the modernization of the three eastern provinces objectively by improving the corruption of officials, easing the relations between Manchuria and Han, solving the problems of agricultural backwardness, and so on. The official system reform was an important part of the New deal in the late Qing Dynasty, and the basic spirit and purport of the New deal in the late Qing Dynasty were generally similar to Japan's Meiji Restoration. The "Shengjing Times" was a tool of public opinion capable of representing the official stand of Japan. It should be fully studied and utilized. As a successful example of constitutional reform and its positive attitude towards the New deal of the late Qing Dynasty, Japan enabled the Shengjing Times to point out in a more objective style the problems existing in the New deal of the late Qing Dynasty and the reform of the official system.
