直隸工藝局研究

【摘要】： 在清末“振興實業(yè)”的口號下,中央和各省紛紛設(shè)立了工藝局。直隸工藝局是在袁世凱的支持下,由周學(xué)熙創(chuàng)辦的。其規(guī)模較大、成效顯著,成為當(dāng)時各省的典范。本文在吸收前人研究成果的基礎(chǔ)上,通過查閱報刊雜志、奏折文牘等資料,對直隸工藝局做個案研究,以求對其有個全面、整體、客觀的認(rèn)識。 直隸工藝局主要包括工藝學(xué)堂、考工廠、實習(xí)工廠、教育品制造所、勸業(yè)鐵工廠等機(jī)構(gòu),相當(dāng)于一個“工業(yè)推廣中心”,目的是以此來示范推廣、傳授技術(shù),從而發(fā)動民間資力,投資近代企業(yè)。 在清廷推行新政,振興工商的背景下,直隸積極貫徹實施中央政令,在袁世凱的支持下,由周學(xué)熙創(chuàng)辦了直隸工藝局。直隸工藝局的附屬機(jī)構(gòu)主要包括直隸高等工業(yè)學(xué)堂、勸工陳列所、實習(xí)工場、教育品制造所、北洋勸業(yè)鐵工場。直隸工藝局在管理體制方面,制定企業(yè)內(nèi)部嚴(yán)格的規(guī)章制度,權(quán)責(zé)分明,建立完善的管理體制;在人事管理方面,直隸工藝局既做到了合理使用人才、嚴(yán)格管理人才,又注重人員的教育、培訓(xùn),協(xié)調(diào)企業(yè)內(nèi)部人員,促進(jìn)直隸工藝局的發(fā)展;在市場營銷方面,直隸工藝局采用諸如廣告宣傳、人員推銷、設(shè)立促銷機(jī)構(gòu)等多種方式,來開拓市場;在生產(chǎn)管理方面,鼓勵制造,獎勵創(chuàng)新,提高產(chǎn)品質(zhì)量和競爭力。直隸工藝局在推動直隸工商業(yè)的發(fā)展,開啟民智,大興工藝新風(fēng)等方面發(fā)揮了積極的作用。但是由于直隸工藝局本身的原因和時局的變化,其存在很大的局限性,直隸工藝局的創(chuàng)辦距離清朝滅亡不到十年,因此不可能發(fā)揮多大的作用。 總之,對直隸工藝局的研究,不僅具有學(xué)術(shù)意義,而且還有一定的現(xiàn)實意義,直隸工藝局的經(jīng)營管理方法對今天的企業(yè)仍有借鑒作用,其重視理論和實踐相結(jié)合的教學(xué)方法,對當(dāng)今的職業(yè)教育也有一定啟示作用。
[Abstract]:Under the slogan of "revitalizing industry" in the late Qing Dynasty, the central government and the provinces set up craft bureaus one after another. Zhili craft Bureau was founded by Zhou Xuexi with the support of Yuan Shikai. Its scale was large and its effect was remarkable. It became the model of the provinces at that time. The case study of Zhili Technology Bureau has a comprehensive, objective and comprehensive understanding of it.
Zhili craft Bureau mainly includes craft schools, examination factories, practice factories, educational products manufacturing institutes, and so on. It is equivalent to an "industrial extension center" in order to demonstrate and popularize technology, and to mobilize private capital and invest in modern enterprises.
With the support of Yuan Shikai, the Zhili Craft Bureau was founded by Zhou Xuexi. The subsidiary organs of Zhili Craft Bureau mainly include Zhili Higher Industrial School, Exhibition Hall, Internship Workshop, Educational Products Manufacturing Institute and Beiyang Advising Iron Workshop. In the aspect of management system, we should formulate strict rules and regulations within the enterprise, clarify the powers and responsibilities, and establish a perfect management system; in the aspect of personnel management, Zhili Technology Bureau has achieved reasonable use of talents, strict management of talents, but also pay attention to the education and training of personnel, coordinate the internal staff of the enterprise, and promote the development of Zhili Technology Bureau in the aspect of marketing; Zhili craft bureau adopts many ways such as advertisement propaganda, personnel promotion and setting up promotion organization to open up the market; encourages manufacturing, rewards innovation, improves product quality and competitiveness in production management. Zhili craft Bureau has played an active role in promoting the development of industry and Commerce in Zhili, opening up people's wisdom, and boosting the new style of technology. However, due to the reasons of the Bureau itself and the changes of the times, it has great limitations. The establishment of the Bureau was less than ten years after the collapse of the Qing Dynasty, so it can not play a great role.
In a word, the study of Zhili Technology Bureau is not only of academic significance, but also of practical significance. The management methods of Zhili Technology Bureau still have a reference for today's enterprises. The teaching methods which emphasize the combination of theory and practice also have some enlightenment for today's vocational education.
