【摘要】：陳夔龍崛起于內(nèi)憂外患的晚清變局之中，他自光緒二十七年（1901年）疆吏任職生涯開始，歷任漕運總督、河南巡撫、江蘇巡撫、湖廣總督、直隸總督等職，幾乎到清朝終了。作為清末新政的實踐者，陳夔龍在疆吏任上進(jìn)行了多項改革，他關(guān)注國計民生，重視地方經(jīng)濟(jì)，促進(jìn)了地方發(fā)展。面對革命四起，清朝政權(quán)罹難的局面，，陳夔龍恪盡職守，為清王朝效盡余忠。 本文以《陳夔龍疆吏任間施政狀況述論》為題，共分三部分： 第一部分，介紹了陳夔龍所處的晚清變局及其發(fā)跡史。簡要論述了列強(qiáng)入侵下的晚清變局，以及清王朝為挽救其沒落而做出的努力，并扼要概述了清末新政的情況。陳夔龍雖起于寒士，但在仕途上穩(wěn)扎穩(wěn)打、厚積薄發(fā)，為升遷積累了深厚的政治資本；其個人才干當(dāng)然在崛起過程中，也發(fā)揮了重要作用，而適逢的外部際遇，也助他一臂之力。 第二部分，論述了陳夔龍任疆吏期間的施政內(nèi)容。其人疆吏任職的十年正是清末新政的十年，他在地方數(shù)管齊下，進(jìn)行了涉及政治、軍事、經(jīng)濟(jì)、文化等多方面的新政改革。除此之外，在治河賑災(zāi)和社會管理等方面也不遺余力，多措并舉，維護(hù)了地方秩序。他任直隸總督時，對立憲派和革命黨人進(jìn)行鎮(zhèn)壓，自然是由其立場、身份所決定。 第三部分，總結(jié)分析陳夔龍疆吏任間施政狀況的特點及雙重性。陳氏疆吏任間施政具有“遵命行事，穩(wěn)中求進(jìn)”，“處境尷尬，情態(tài)矛盾”，“關(guān)心民瘼，注重民生”等特點；就歷史作用而言則具有積極與消極并存的雙重性。
[Abstract]:Chen Kuilong rose up in the late Qing Dynasty with internal and external troubles. He served as governor of water transport, governor of Henan, governor of Jiangsu, governor of Huguang and governor of Zhili almost to the end of Qing Dynasty. As a practitioner of the New deal in the late Qing Dynasty, Chen Kuilong carried out many reforms in the office of Xinjiang officials. He paid attention to the national economy and the people's livelihood, attached importance to the local economy, and promoted the local development. In the face of the revolution and the death of the Qing regime, Chen Kuilong did his duty and served the Qing Dynasty. This article is entitled "A Review of the Administration of officials in Chen Kui-jiang and Xinjiang." it is divided into three parts: the first part introduces Chen Kui-long 's late Qing Dynasty change and its history of development. This paper briefly discusses the changes in the late Qing Dynasty under the invasion of the great powers, and the efforts made by the Qing Dynasty to save its decline, and briefly summarizes the situation of the New deal in the late Qing Dynasty. Although Chen Kuilong was born in the Cold Scholars, he made a steady and steady progress in his official career and accumulated deep political capital for his promotion. Of course, his personal talent also played an important role in the process of his rise, and it happened to be an external opportunity. It also helped him. The second part discusses the administration content during Chen Kuilong's appointment. His ten years in office were the ten years of the New deal in the late Qing Dynasty. He carried out the political, military, economic, cultural and other aspects of the New deal reform. In addition, the river relief and social management also spared no effort to maintain local order. When he was governor of Zhili, he suppressed the constitutionalists and revolutionaries, naturally determined by his position and identity. The third part summarizes and analyzes the characteristics and duality of Chen Kuilong's administration. Chen's administration has the characteristics of "obeying orders, pursuing progress steadily", "awkward situation, modal contradiction", "caring for the people's plight, paying attention to the people's livelihood" and so on, while in terms of historical role, it has the dual character of positive and negative coexistence.
