【摘要】： 南京國(guó)民政府時(shí)期,對(duì)文書(shū)檔案的機(jī)構(gòu)及相關(guān)制度予以進(jìn)一步的完善,中央各部則以機(jī)關(guān)為單位在文書(shū)檔案的收集、整理、鑒定、保管和利用等方面都有了具體的實(shí)踐,并制定了較為詳細(xì)的規(guī)定,社會(huì)團(tuán)體和個(gè)人也積極投身到文書(shū)檔案事業(yè)中來(lái),開(kāi)創(chuàng)了中國(guó)文書(shū)檔案事業(yè)的新時(shí)代。對(duì)南京國(guó)民政府時(shí)期的文書(shū)檔案制度進(jìn)行研究,為當(dāng)今文書(shū)檔案制度的建設(shè)提供了有益的借鑒和參考,也有助于我們今天文書(shū)檔案工作的開(kāi)展。 本文分為四個(gè)部分,分別論述了南京國(guó)民政府時(shí)期文書(shū)檔案機(jī)構(gòu)的設(shè)置與規(guī)章制度,以及中央各部、社會(huì)機(jī)構(gòu)對(duì)文書(shū)檔案制度的具體實(shí)踐,并在此基礎(chǔ)上對(duì)南京國(guó)民政府時(shí)期的文書(shū)檔案工作進(jìn)行客觀論述,對(duì)其創(chuàng)新和發(fā)展之處進(jìn)行了評(píng)價(jià)。 南京國(guó)民政府這一時(shí)期的文書(shū)檔案工作為以后各時(shí)期文書(shū)檔案工作的發(fā)展、進(jìn)步作出了很好的鋪墊,沒(méi)有這段時(shí)期文書(shū)檔案工作的積累和發(fā)展,就沒(méi)有整個(gè)國(guó)民政府時(shí)期文書(shū)檔案工作方面的成就。同時(shí),南京國(guó)民政府時(shí)期文書(shū)檔案工作是中國(guó)文書(shū)檔案工作近代化開(kāi)端的標(biāo)志,具有無(wú)法取代的作用。其經(jīng)驗(yàn)和教訓(xùn)啟示我們:文書(shū)檔案工作既是政府的行為,同時(shí)也是社會(huì)各界的行為。只有同心協(xié)力,才能讓文書(shū)檔案工作綻放光彩。
[Abstract]:During the period of Nanjing National Government, the institution and related system of documents and archives were further improved, while the central ministries took the organs as the units to collect, organize, identify, preserve and utilize the documents and archives, etc., and had concrete practice in such aspects as the collection, collation, appraisal, custody and utilization of the documents and archives. Social organizations and individuals have also actively devoted themselves to the cause of archival documents, thus creating a new era for the cause of archival documents in China. The research on the document archives system of Nanjing National Government provides a useful reference for the construction of today's document archives system, and also helps us to carry out the document archives work today. This paper is divided into four parts. It discusses the establishment and rules and regulations of the document archives in the period of Nanjing National Government, as well as the concrete practice of the central ministries and social organizations to the document archives system. On this basis, the paper makes an objective exposition on the archival work of the Nanjing National Government, and evaluates its innovation and development. The archival work of the Nanjing National Government in this period has laid a good foundation for the development and progress of the archival work in the following periods, without the accumulation and development of the archival work in this period. There was no achievement in the archival work of the whole National Government. At the same time, the archival work of the Nanjing National Government is the symbol of the beginning of the modernization of the archival work in China, and has an irreplaceable role. Its experience and lessons enlighten us: archival work is not only the behavior of the government, but also the behavior of all walks of life. Only by making concerted efforts, can we make the paperwork work shine brilliantly.
