森林、民生與環(huán)境:以民國(guó)時(shí)期甘肅為例

【摘要】：民國(guó)時(shí)期甘肅森林主要分布在嘉陵江、渭河、洮河、白龍江、大夏河流域和祁連山區(qū),隴中和隴東也有少量森林分布。森林不僅為工農(nóng)業(yè)生產(chǎn)和交通建設(shè)提供了大量的木材,而且為居民生活提供了一定的保障,居住在森林周邊和附近的居民依賴于森林從事副業(yè)生產(chǎn),以彌補(bǔ)家用不足。但民國(guó)時(shí)期甘肅森林出現(xiàn)了過度砍伐的問題,造成森林面積銳減,粗略估計(jì)抗戰(zhàn)前甘肅森林覆蓋率有6%,到抗戰(zhàn)結(jié)束時(shí)只有3%。森林面積銳減既有傳統(tǒng)木材利用的因素,也有當(dāng)時(shí)社會(huì)經(jīng)濟(jì)發(fā)展對(duì)木材需求的因素,而制度缺失是森林遭到濫伐的主因。
[Abstract]:During the period of the Republic of China, the forests of Gansu Province were mainly distributed in Jialing River, Weihe River, Tao River, Bailong River, Daxia River Basin and Qilian Mountains, and a small number of forests were also distributed in Longzhong and Longdong. Forest not only provides a large amount of wood for industrial and agricultural production and transportation construction, but also provides a certain guarantee for the living of residents. The residents living around and near the forest depend on the forest for sideline production in order to make up for the shortage of household use. However, in the period of the Republic of China, there was the problem of excessive deforestation in Gansu, which resulted in a sharp decrease in forest area. It was roughly estimated that there were 6% forest coverage in Gansu before the War of Resistance against Japan, but only 3% by the end of the War of Resistance against Japan. The sharp reduction of forest area is caused by both the traditional timber utilization and the demand for timber by the social and economic development at that time, and the lack of system is the main reason for the deforestation.
