偽滿“治安肅正”研究

【摘要】：日偽在東北實行的“治安肅正”計劃是日本對華殖民統(tǒng)治的一個縮影。它的出現(xiàn)即是日軍對中國人民的圍剿、屠殺和鎮(zhèn)壓，又是日本帝國主義對東北實行殘暴的武裝占領的繼續(xù)，是日偽軍警憲特對中國人民最兇殘的暴行之一。 “治安肅正”計劃的制定是日本進行殖民統(tǒng)治的基礎，“臨陣格殺”、《暫行懲治叛徒法》、《暫行懲治盜匪法》等法規(guī)，是日本建立穩(wěn)固的殖民統(tǒng)治秩序，鎮(zhèn)壓群眾性的反滿抗日斗爭的手段和措施。集團部落建設和保甲制度的強化，是“治安肅正”計劃的“治本”方針，它使東北農(nóng)村原有的村屯組織結(jié)構(gòu)受到破壞或毀滅，人民群眾在這兩層法網(wǎng)的束縛下深受壓迫。清鄉(xiāng)委員會、治安維持會是在日軍操縱和控制下制約各地方政權，代行地方政權鎮(zhèn)壓民眾的政治團體。使東北地區(qū)的日偽反動武裝力量同各級政權機構(gòu)有機地結(jié)合起來，自上而下形成了由關東軍主宰的統(tǒng)制網(wǎng)，為“治安肅正”計劃提供組織保障。 日偽當局通過“治安肅正”計劃，對東北各地抗日軍民進行軍事“討伐”鎮(zhèn)壓，實行殘酷“三光”政策。日偽軍實行東征西調(diào)、大兵團運動的作戰(zhàn)方針，并且劃地為界，以關東軍駐屯部隊為基干，統(tǒng)轄、調(diào)度偽軍警各負其責，以圖將抗日力量一舉消滅。采取軍警憲特及行政機關共同參與，軍事討伐和政治鎮(zhèn)壓并用，城鄉(xiāng)同時進行，分地區(qū)分階段的辦法，對中共及東北抗日聯(lián)軍進行全方位立體式的圍剿。每個時期都制定出具體的討伐任務�！爸伟裁C正”措施使東北抗日武裝遭到嚴重損失。 偽滿“治安肅正”計劃其中一個突出的特點是“反共”。日本侵略者為了統(tǒng)治東北人民的思想，削弱共產(chǎn)黨和人民群眾的聯(lián)系，向東北人民灌輸奴化思想。大肆宣傳“日滿一德一心，民族協(xié)和”等殖民思想，這為日后將中國東北納入日本的版圖埋下了伏筆�；谏鲜銮致岳碚�，由于日偽當局在施行“治安肅正”計劃的過程中，曾遭受抗日軍民的沉重打擊，深恨當?shù)鼐用衽c抗日軍有聯(lián)系，為徹底斷絕人民群眾對抗日武裝的聯(lián)系，，關東軍組織協(xié)和會對東北人民進行種種宣傳工作，使東北人民與抗日武裝脫離。為了配合日偽當局的“治安肅正”計劃，協(xié)和會在中共抗日武裝地區(qū)，建立基層組織，對人民群眾宣傳“反共”思想。由于日偽協(xié)和會的“反共”宣傳并沒有達到預期效果。于是日偽軍警采取了逮捕、鎮(zhèn)壓等殘忍手段，把政治鎮(zhèn)壓的重點目標置于中國共產(chǎn)黨，稱之為“思想對策”。在日偽“治安肅正”計劃期間，日偽軍警憲特、地方政權、協(xié)和會等使用鎮(zhèn)壓、堵?lián)�、掃蕩、游擊、斷糧道、劃“無人區(qū)”種種等殘忍手段，企圖將抗日武裝徹底消滅，給東北人民造成無數(shù)災難與痛苦。
[Abstract]:The Japanese puppet's "peace and order purge" program in northeast China is a microcosm of Japan's colonial rule over China. Its appearance is not only the Japanese encirclement and suppression of the Chinese people, but also the continuation of the brutal armed occupation of the Northeast by Japanese imperialism. It is one of the most ferocious atrocities against the Chinese people by the Japanese-puppet military police and gendarmerie. The formulation of the "peace and order purge" program was the basis for Japan's colonial rule. The laws and regulations, such as "immediate killing", "temporary punishment of traitors", "interim punishment of bandits", and so on, were the basis for Japan's establishment of a solid colonial ruling order. The means and measures for suppressing the mass struggle against Japan. The construction of group tribes and the strengthening of Baojia system are the "radical" principles of the "peace and order purge" plan, which destroyed or destroyed the original village and village organizational structure in the northeast rural areas, and oppressed the people under the restraint of these two layers of law net. The Qing Township Committee, the Security maintenance Committee, is a political organization that controls and controls the local regimes and suppresses the people.
