試論載澤《考察政治日記》中的議會

【摘要】：載澤在《考察政治日記》中,使用了"議院"、"國會"等議會術語,較為具體地論述了日、英、法等國議會文化。當時,清政府已威信墜地,為了自存開始了"新政"改革。作為大清重臣,載澤更關心的是在當時的危局下如何實現(xiàn)"皇位永固"、"外患漸輕"、"內亂可弭"的目標�？傮w而言,載澤對西方議會的認識頗為深刻,但是急功近利的心理,使其對憲政制度本身的結構體系及其構成要素的有機聯(lián)系缺乏必要的研究,更沒有就如何將西方憲政制度與中國傳統(tǒng)政治制度相結合作深入的思考。這就影響了他對西方議會本質的考察和認識。
[Abstract]:In examining political Diaries, he used the terms "House", "Parliament" and other parliamentary terms, and specifically discussed the parliamentary culture of Japan, Britain, France and other countries. At that time, the Qing government had fallen to the ground, for their own survival began the "New deal" reform. As one of the most important officials in the Qing Dynasty, Zazawa was more concerned about how to achieve the goal of "the emperor's position is fixed forever", "the external troubles gradually lessened" and "the civil strife could be eliminated" under the dangerous situation at that time. Generally speaking, Daze's understanding of the western parliament is quite profound, but the psychology of eager success and instant benefit makes it lack the necessary research on the structure system of constitutional system itself and the organic connection of its constituent elements. There is no deep thinking on how to combine western constitutional system with Chinese traditional political system. This influenced his investigation and understanding of the nature of the western parliament.
