【摘要】：民國(guó)時(shí)期特別是南京國(guó)民政府時(shí)期,由于時(shí)代訴求的引領(lǐng)和地方需要的推動(dòng),皖省政府應(yīng)勢(shì)而為,初步建構(gòu)了一個(gè)衛(wèi)生防疫行政體系,開(kāi)啟了衛(wèi)生防疫事業(yè)之端緒。然而,由于經(jīng)費(fèi)竭蹶、人才奇缺、政局動(dòng)蕩、民眾衛(wèi)生智識(shí)落后等瓶頸因素的窒礙,以及新生事物發(fā)端時(shí)期的幼稚屬性,皖省衛(wèi)生防疫事業(yè)又注定要呈現(xiàn)左右支絀的粗陋格局,進(jìn)而陷入逡巡難前的困頓之境。皖省衛(wèi)生防疫事業(yè)的萌生和困頓有其在地因素的影響,更有時(shí)代共性的投射。
[Abstract]:During the period of the Republic of China, especially the period of Nanjing National Government, due to the guidance of the times and the promotion of the local needs, the provincial government of Anhui Province acted in response to the situation, and initially constructed an administrative system of health and epidemic prevention, which opened the thread of the cause of health and epidemic prevention. However, due to the bottleneck factors, such as the exhaustion of funds, the shortage of talents, the political instability, the backward intellectual knowledge of the public, and the childish attributes of the beginning of the new things, the health and epidemic prevention undertaking in Anhui Province is destined to take on a crude pattern of left and right branches. And then into the predicament before the difficulties. The emergence and difficulties of health and epidemic prevention in Anhui Province have the influence of local factors and the projection of the commonness of the times.
