【摘要】：二十世紀(jì)四五十年代,中國(guó)處于社會(huì)轉(zhuǎn)型,政權(quán)交替之中。在這一交替之際,同業(yè)公會(huì)為謀生存,在行業(yè)治理中所起的作用也在悄然改變。然而,在同業(yè)公會(huì)研究中,對(duì)于這一時(shí)期的描述不多,而且目前的研究多集中于商會(huì)、絲綢業(yè)、銀錢業(yè)等這樣的大型中間組織。因而本文選取上海新藥同業(yè)公會(huì)這一不大但頗有特點(diǎn)的公會(huì)來(lái)進(jìn)行研究。 由于公會(huì)行業(yè)治理的功能變化與政權(quán)交替息息相關(guān),因此,本文按政權(quán)變動(dòng)下的市場(chǎng)形態(tài)變化和公會(huì)本身的職能變化來(lái)劃分文章結(jié)構(gòu),主要分為抗戰(zhàn)結(jié)束后,解放軍入駐上海到新藥籌委會(huì)成立的過(guò)渡時(shí)期,新中國(guó)成立這三個(gè)時(shí)段,通過(guò)闡述當(dāng)時(shí)新藥同業(yè)公會(huì)在這一動(dòng)亂時(shí)局中如何進(jìn)行行業(yè)治理,一窺同業(yè)公會(huì)這一中間組織當(dāng)時(shí)的生存境況。 抗戰(zhàn)結(jié)束后,國(guó)民政府實(shí)行統(tǒng)制經(jīng)濟(jì),加強(qiáng)對(duì)同業(yè)公會(huì)和市場(chǎng)的監(jiān)管,而西藥作為戰(zhàn)時(shí)必需物質(zhì),更是在重點(diǎn)監(jiān)管之列。在政府的管制之下,新藥同業(yè)公會(huì)的工作重心也轉(zhuǎn)變。如何在政府管制之下,維護(hù)行業(yè)的正當(dāng)利益,保證市場(chǎng)運(yùn)行,成為會(huì)務(wù)重點(diǎn)。隨后解放軍入駐上海,新政府力圖全面控制市場(chǎng),以計(jì)劃的方式取代市場(chǎng)運(yùn)作規(guī)律。為了達(dá)到這一目的,政府主導(dǎo)下的新藥同業(yè)公會(huì)進(jìn)行了改革。改組后的同業(yè)公會(huì),盡管在協(xié)調(diào)上傳下達(dá)中起到重要作用,但自身的自治能力減弱,原先的社會(huì)團(tuán)體性質(zhì)幾乎消逝,成為政府進(jìn)行新藥業(yè)治理的媒介。不僅如此,隨著公私合營(yíng)的到來(lái),公會(huì)存在空間也在萎縮。 從1945到1953年,政府在市場(chǎng)調(diào)控所起的作用不斷變化,而在這種大環(huán)境下,公會(huì)經(jīng)歷了從上海市新藥商業(yè)同業(yè)公會(huì)到籌備委員會(huì)的改組,與改組相伴而來(lái)的是公會(huì)工作重心的變化。這一變化雖并非公會(huì)本意,但由此也顯現(xiàn)出那一年代中間組織面對(duì)政權(quán)干預(yù)所采取的生存方式,因而頗具研究?jī)r(jià)值。
[Abstract]:In the 1940s and 1950s, China was in the process of social transformation and regime change. In this alternative, the trade association in order to survive, the role of governance in the industry is quietly changing. However, in the trade association research, the description of this period is not much, and the current research focuses on such large intermediate organizations as chamber of commerce, silk industry, silver industry and so on. Therefore, this paper selects the Shanghai New Drug Association, a small but rather characteristic guild, to do the research. As the functional changes of guild trade governance are closely related to the alternation of political power, this paper divides the article structure according to the changes of market morphology and the functional changes of guild itself, mainly after the end of the War of Resistance against Japan. During the transitional period between the PLA's entry into Shanghai and the establishment of the New Drug Preparatory Committee, these three periods of the founding of the people's Republic of China, through the elaboration of how the New Drug Trade Association carried out industry governance in this turbulent period at that time, A glimpse of the trade association, this intermediate organization at the time of survival. After the War of Resistance against Japan, the National Government controlled the economy and strengthened the supervision of trade associations and markets, and Western medicine, as a necessary material in wartime, was in the list of key supervision. Under government control, the new drug trade association's focus has also shifted. How to protect the legitimate interests of the industry and ensure the operation of the market under government control has become the focal point of the meeting. Then the PLA moved into Shanghai, and the new government tried to control the market and replace it with a plan. To this end, the government-led new drug trade association has been reformed. Although the reorganized trade association played an important role in coordinating the issue, its own autonomy weakened, and the nature of the original social organization almost disappeared, and it became the medium for the government to administer the new pharmaceutical industry. Not only that, with the advent of public-private partnerships, the existence of the guild space is also shrinking. From 1945 to 1953, the role of the government in market regulation was constantly changing, and in this environment, the guild went through a restructuring from the Shanghai New Drug Commercial Association to the Preparatory Committee. The reorganization was accompanied by a change in the gravity of the guild's work. Although this change was not intended by the guild, it also revealed the way of existence adopted by the middle organizations in that period in the face of political intervention, and thus had considerable research value.
