【摘要】: 立憲君主制,又稱君主立憲制,實行君主立憲制的國家,君主是名義上的國家元首,執(zhí)掌國家最高權力,實際上君主的權力受到憲法、議會等機關的限制。君主立憲是要用憲法限制君主權力,確立主權在民原則,人民是國家權力的最終來源。在封建制度下,君主的權力是無限的,而在君主立憲制下,君主權力是有限的。因此一個國家不可能封建君主制與君主立憲制并存,結束封建君主制是實行君主立憲制的必要前提。在國家政治體制選擇的過程中,君主立憲制政體中君主的存在可以保持政治傳統(tǒng)的延續(xù),也可以憑借君主的威望和號召力加強全國人民的團結。因而在中國的清朝后期,君主立憲制政治方向的選擇也成為一種主流目標。 本文在引言中詳細介紹了君主立憲制政體的產(chǎn)生、根源以及其主要優(yōu)勢,進而為下面論述到的我國清末在尋求這一政體過程中出現(xiàn)的種種選擇進行鋪墊。文章第一部分開始論述在我國清末時期“君主立憲”這一思想的提出,其中包括維新時期君民共主思想的提出,“君民共主”是早期維新派思想家對西方以英國為代表的君主立憲國家之政治制度的形象概括。早期維新派不僅主張設立議院,實行君民共主的政治制度,而且提出了在中國設立議院的具體方案;同時還包括戊戌時期君主立憲思想的孕育,維新思想家們在戊戌期間的“救亡圖存”和“君主立憲”的宣傳,對當時處于蒙昧狀態(tài)的民眾起到了開民智的作用,是一次洗禮式的思想啟蒙;接著就出現(xiàn)了20世紀君主立憲思潮的形成和發(fā)展,包括國外輿論和國內(nèi)輿論對君主立憲政體的宣傳,也包括清政府內(nèi)部要求立憲的呼聲。 本文在詳細闡述了君主立憲思想從孕育到萌芽再到形成和發(fā)展的具體變化過程后,于第二部分和第三部分開始討論清政府面對君主立憲思潮的壓力而做出的方案選擇,其中第二部分講述方案設計之一的日本式二元君主立憲以及清政府君主立憲方案的實施;在第三部分開始闡述君主立憲方案設計之二的英國式議會制君主立憲,同時包括立憲派對清政府君主立憲行動的抗爭。在最后一部分,本文詳細談到君主立憲的意義,包括對晚清社會的進步作用以及對當今社會的指導意義。
[Abstract]:Constitutional monarchy , also known as the monarchy , the monarchy of the monarchy , the monarch is nominally the state of the monarchy , the monarch is the supreme power of the state , the power of the monarch is limited . At the same time , it also includes the birth of the constitutional thought of the monarchies during the period of the last century , and the propaganda of the " salvation map " and the " monarch ' s constitution " during the time period of the reform of the new thinkers , which has played the role of the people ' s wisdom and enlightenment to the people in the state of ignorance at that time .
Then there appeared the formation and development of the monarchy in the 20th century , including the propaganda of foreign public opinion and domestic public opinion on the constitutional government of the monarchy , and the call for constitutional reform within the Qing government .
In the second part and the third part , we discuss the selection of the Qing government ' s choice of the government ' s pressure in the face of the monarch ' s constitutional thought . The second part is about the constitution of the Japanese binary monarchy and the implementation of the constitutional government of the Qing government .
In the last part , this paper discusses the significance of the monarchy , including the progress of the society in the late Qing Dynasty and the guiding significance to the society .
