【摘要】：民國(guó)時(shí)期是甘肅外務(wù)發(fā)展的重要時(shí)期。這一時(shí)期,由于抗日戰(zhàn)爭(zhēng)的爆發(fā),國(guó)際友人與外國(guó)間諜同時(shí)在甘肅活動(dòng),因此成為甘肅歷史上外僑入甘最多的時(shí)期。此時(shí),甘肅的對(duì)外經(jīng)貿(mào)對(duì)象、市場(chǎng)等也隨著國(guó)內(nèi)外政策和局勢(shì)的變化而不斷地轉(zhuǎn)化;甘肅的外務(wù)管理制度也在適時(shí)發(fā)生著改變。顯然,民國(guó)時(shí)期的甘肅外務(wù)有其復(fù)雜性和多樣性特點(diǎn),具體而言,民國(guó)時(shí)期甘肅涉外事務(wù)擴(kuò)大,是地方應(yīng)對(duì)各種重大交涉事件的重要階段。民國(guó)時(shí)期甘肅外務(wù)研究是一項(xiàng)綜合研究。近幾十年,中國(guó)近現(xiàn)代西北地方史的研究狀況反映出,與民國(guó)時(shí)期甘肅外務(wù)相關(guān)的歷史研究比較薄弱,而直接研究更是鳳毛麟角。針對(duì)民國(guó)時(shí)期甘肅外務(wù)的研究,不僅可以對(duì)這一時(shí)期甘肅地方外務(wù)的發(fā)展脈絡(luò)與狀況進(jìn)行一次全面的梳理,而且通過(guò)研究和整理得以洞見(jiàn)民國(guó)時(shí)期中國(guó)外務(wù)的現(xiàn)代化轉(zhuǎn)型及其歷史特點(diǎn)。民國(guó)時(shí)期甘肅外務(wù)研究從民國(guó)中央到甘肅地方的外務(wù)體系、甘肅外務(wù)要案和要事、甘肅對(duì)外經(jīng)貿(mào)活動(dòng)、甘肅外籍人員總況、甘肅外務(wù)管理及其規(guī)制等五大方面的問(wèn)題著力,綜合分析及梳理了民國(guó)時(shí)期甘肅外務(wù)發(fā)展的歷史總況,對(duì)民國(guó)時(shí)期甘肅外務(wù)活動(dòng)的歷史特點(diǎn)進(jìn)行了歸納和總結(jié)。為達(dá)到既建構(gòu)歷史總貌,又詳實(shí)闡釋具體問(wèn)題的目的,研究中在以最大力量占有檔案、通志、方志、報(bào)刊、傳記、游記、見(jiàn)聞錄等各類原始資料的基礎(chǔ)上。通過(guò)對(duì)以上基礎(chǔ)史料的甄別、整理和研究,同時(shí)運(yùn)用歷史學(xué)的考證、推理、演繹、歸納等研究方法,以及統(tǒng)計(jì)學(xué)等研究方法,最終揭示民國(guó)時(shí)期甘肅外務(wù)在現(xiàn)代化轉(zhuǎn)型過(guò)程中的歷史軌跡和特點(diǎn),解讀民國(guó)時(shí)期甘肅地方為政狀況,以及甘肅地方與當(dāng)時(shí)中國(guó)及世界大時(shí)局的歷史關(guān)聯(lián)等。
[Abstract]:The period of the Republic of China is an important period for the development of foreign affairs in Gansu. During this period, due to the outbreak of the War of Resistance against Japan, international friends and foreign spies were operating in Gansu at the same time, so it became the most period in Gansu history for foreigners to enter Gansu. At this time, the foreign economic and trade objects and markets of Gansu are constantly changing with the changes of domestic and foreign policies and situations, and the foreign affairs management system of Gansu is also changing at the right time. Obviously, the foreign affairs of Gansu during the period of the Republic of China have its complexity and diversity. Specifically, the expansion of foreign affairs in Gansu during the period of the Republic of China is an important stage for the local authorities to deal with all kinds of major negotiation events. The study of Gansu foreign affairs during the period of the Republic of China is a comprehensive study. In recent decades, the research situation of the local history of northwest China in modern times reflects that the historical research related to the foreign affairs of Gansu is relatively weak, but the direct research is even rarer. According to the study of Gansu foreign affairs during the period of the Republic of China, not only can the development of local foreign affairs of Gansu Province be comprehensively combed in this period, And through studying and sorting out, we can have insight into the modernization transformation and historical characteristics of Chinese foreign affairs during the period of the Republic of China. During the period of the Republic of China, the foreign affairs of Gansu were studied in five aspects: the foreign affairs system from the central part of the Republic of China to the local government, the important cases and important affairs of foreign affairs in Gansu, the foreign economic and trade activities of Gansu, the general situation of foreign personnel in Gansu, the management of foreign affairs in Gansu and its regulation. This paper comprehensively analyzes and combs the historical situation of Gansu foreign affairs development during the period of the Republic of China, and sums up and summarizes the historical characteristics of Gansu foreign affairs activities during the period of the Republic of China. In order to construct the general history and explain the specific problems in detail, the research is based on the possession of archives, records, local records, newspapers and periodicals, biographies, travel notes, sightseeing and news records and so on. Through the screening, collation and study of the above basic historical materials, and at the same time using historical research, reasoning, deduction, induction and other research methods, as well as statistics and other research methods, Finally, it reveals the historical track and characteristics of Gansu's foreign affairs in the process of modernization transformation during the period of the Republic of China, and interprets the situation of Gansu's local government during the period of the Republic of China, as well as the historical connection between Gansu's local affairs and the situation of China and the world at that time.
