【摘要】：民國時期是甘肅外務(wù)發(fā)展的重要時期。這一時期,由于抗日戰(zhàn)爭的爆發(fā),國際友人與外國間諜同時在甘肅活動,因此成為甘肅歷史上外僑入甘最多的時期。此時,甘肅的對外經(jīng)貿(mào)對象、市場等也隨著國內(nèi)外政策和局勢的變化而不斷地轉(zhuǎn)化;甘肅的外務(wù)管理制度也在適時發(fā)生著改變。顯然,民國時期的甘肅外務(wù)有其復(fù)雜性和多樣性特點,具體而言,民國時期甘肅涉外事務(wù)擴(kuò)大,是地方應(yīng)對各種重大交涉事件的重要階段。民國時期甘肅外務(wù)研究是一項綜合研究。近幾十年,中國近現(xiàn)代西北地方史的研究狀況反映出,與民國時期甘肅外務(wù)相關(guān)的歷史研究比較薄弱,而直接研究更是鳳毛麟角。針對民國時期甘肅外務(wù)的研究,不僅可以對這一時期甘肅地方外務(wù)的發(fā)展脈絡(luò)與狀況進(jìn)行一次全面的梳理,而且通過研究和整理得以洞見民國時期中國外務(wù)的現(xiàn)代化轉(zhuǎn)型及其歷史特點。民國時期甘肅外務(wù)研究從民國中央到甘肅地方的外務(wù)體系、甘肅外務(wù)要案和要事、甘肅對外經(jīng)貿(mào)活動、甘肅外籍人員總況、甘肅外務(wù)管理及其規(guī)制等五大方面的問題著力,綜合分析及梳理了民國時期甘肅外務(wù)發(fā)展的歷史總況,對民國時期甘肅外務(wù)活動的歷史特點進(jìn)行了歸納和總結(jié)。為達(dá)到既建構(gòu)歷史總貌,又詳實闡釋具體問題的目的,研究中在以最大力量占有檔案、通志、方志、報刊、傳記、游記、見聞錄等各類原始資料的基礎(chǔ)上。通過對以上基礎(chǔ)史料的甄別、整理和研究,同時運(yùn)用歷史學(xué)的考證、推理、演繹、歸納等研究方法,以及統(tǒng)計學(xué)等研究方法,最終揭示民國時期甘肅外務(wù)在現(xiàn)代化轉(zhuǎn)型過程中的歷史軌跡和特點,解讀民國時期甘肅地方為政狀況,以及甘肅地方與當(dāng)時中國及世界大時局的歷史關(guān)聯(lián)等。
[Abstract]:During the period of the Republic of China, it was an important period for the development of foreign affairs in Gansu. In this period, because of the outbreak of the war of resistance against Japan, the international friends and foreign spies were at the same time in Gansu, so it became the period of the most foreign nationals in Gansu history. At this time, Gansu's foreign trade and trade object, market and so on are also changing with the changes of domestic and foreign policy and situation. The foreign affairs management system in Gansu is also changing in time. Obviously, the foreign affairs of Gansu in the Republic of China have its complexity and diversity. In particular, the expansion of foreign affairs in Gansu during the Republic of China is an important stage for the local response to various major events. In the period of the Republic of China, the foreign affairs research in Gansu was a comprehensive study. In recent decades, China The research on the history of Modern Northwest local history shows that the historical research related to the foreign affairs of Gansu in the period of the Republic of China is relatively weak, but the direct research is more rare. In view of the study of the foreign affairs of Gansu during the period of the Republic of China, the development of local foreign affairs in Gansu in this period can not only be combed in a comprehensive way, but also through the study. The modernization and historical characteristics of Chinese foreign affairs in the period of the Republic of China were clearly seen. In the period of the Republic of China, the Foreign Affairs Research of Gansu in the Republic of China from the Central Committee of the Republic of China, the foreign affairs system of Gansu, the major foreign affairs and important affairs of Gansu, the foreign trade and economic activities of Gansu, the general situation of the foreign personnel of Gansu, the foreign affairs management of Gansu and its regulation, and so on. The history of the development of foreign affairs in Gansu during the Republic of China was analyzed and summarized. The historical features of the foreign affairs in Gansu during the Republic of China were summarized and summarized. In order to achieve the purpose of constructing the general historical features and explaining the specific problems in detail, the study in the study was in the greatest strength to occupy the files, general records, chronicles, newspapers, biographies, travel notes, and records. On the basis of all kinds of original materials, through the screening, sorting and research of the above basic historical materials, and using the research methods of historical textual research, reasoning, deduction, induction and so on, and statistics and other research methods, it finally reveals the historical track and characteristics of Gansu's foreign affairs in the period of modernization in the period of the Republic of China, and interprets the Gansu land in the period of the Republic of China. The government's status as well as the historical connection between Gansu's local and the prevailing situation in China and the world at that time.
