【摘要】：1936年7月,陳濟(jì)棠"反蔣"失敗后宣布下野,廣東開始?xì)w政中央。為全面控制廣東財政大權(quán),南京國民政府任命宋子良為廣東財政特派員兼省財政廳長,負(fù)責(zé)整理廣東財政事宜。在中央政府和廣東當(dāng)局的大力支持下,宋子良采取多種措施,在籌集款項、廢除苛捐雜稅、整頓稅務(wù)官吏和機(jī)構(gòu)等方面取得了顯著成績。但由于身體健康的原因,宋子良不得不離粵北上接受治療,所以在處理券幣比率、免征洋米稅以及營業(yè)稅課稅標(biāo)準(zhǔn)等重要問題時顯得有心無力,使其在廣東的事業(yè)留下了不少遺憾。宋子良整理廣東財政的實踐表明,國民政府統(tǒng)一"割據(jù)地方"的財政既依賴國家政治權(quán)力,也難免受所派財政長官個人因素的影響。
[Abstract]:In July 1936, after Chen Jitang's defeat against Chiang Kai-shek, Guangdong began to return to the central government. In order to control Guangdong's fiscal power in an all-round way, the Nanjing National Government appointed Song Ziliang as Guangdong's finance commissioner and provincial finance minister, responsible for sorting out Guangdong's financial affairs. With the support of the central government and Guangdong authorities, Song Ziliang made remarkable achievements in raising funds, abolishing exorbitant taxes and rectifying tax officials and organizations. However, due to health reasons, Song had to leave northern Guangdong for treatment, so he was powerless in handling such important issues as coupons ratio, exemption from foreign rice tax, and tax standards for business tax. So that his career in Guangdong left a lot of regret. Song Ziliang's practice of sorting out Guangdong's finance shows that the national government's unified "segregated local" finance not only depends on the political power of the state, but also is inevitably influenced by the personal factors of the financial officers sent by the Kuomintang government.
