【摘要】：敗退臺(tái)灣后,蔣介石先后起用吳國楨和陳誠對(duì)臺(tái)灣省政府和行政院進(jìn)行改組。但陳吳二人改組伊始即生嫌隙,改組后的省、院又在許多問題上產(chǎn)生沖突。國民黨政權(quán)原本的政治常態(tài)是行政院向地方省政府發(fā)布命令,省主席對(duì)行政院負(fù)責(zé)。但退臺(tái)初期的省院紛爭卻頗有例外,可謂"異態(tài)"。本文梳理國民黨政權(quán)在退臺(tái)初期"一島兩府"的特殊環(huán)境下,蔣介石與吳國楨、陳誠之間圍繞省政府與行政院的人事、職權(quán)等問題的互動(dòng)博弈。在考察蔣介石處理省院紛爭之決策經(jīng)緯和心路歷程的同時(shí),探討政治設(shè)計(jì)、執(zhí)政理念、人物個(gè)性等因素對(duì)當(dāng)時(shí)省院關(guān)系的影響。
[Abstract]:After losing Taiwan, Jiang Jieshi began to use Wu Guozhen and Chen Cheng to reshuffle the provincial government and the Executive Yuan. However, after the reorganization of Chen and Wu, there were many conflicts on many issues. The political norm of the KMT regime was that the Executive Yuan issued orders to the local government, and the provincial president was accountable to the Executive Yuan. However, the provincial disputes at the early stage of Taiwan withdrawal were quite exceptional, so it can be described as "abnormal". Under the special environment of "one island and two provinces" in the early period of the Kuomintang regime's retreat from Taiwan, this paper discusses the interactive game between Jiang Jieshi and Wu Guozhen and Chen Cheng around the personnel and authority of the provincial government and the Executive Yuan. In this paper, the author discusses the influence of political design, ruling idea, personality and other factors on the relationship between provincial hospital and hospital at the same time of Jiang Jieshi's decision and process of dealing with the disputes between provincial and hospital.
