【摘要】：保險(xiǎn)欺詐的盛行是民國(guó)時(shí)期一項(xiàng)頗為引人注目的時(shí)弊。其欺詐手法因險(xiǎn)種的不同而各具特點(diǎn),保險(xiǎn)欺詐對(duì)保險(xiǎn)業(yè)的正常發(fā)展、民眾生命財(cái)產(chǎn)的安全和社會(huì)風(fēng)氣的健全產(chǎn)生了嚴(yán)重危害。民國(guó)時(shí)期保險(xiǎn)欺詐的頻發(fā)既有保險(xiǎn)行業(yè)自身的特殊性,又與社會(huì)經(jīng)濟(jì)的不景氣、道德水準(zhǔn)的低下和現(xiàn)代觀念的缺失等有著更為直接的因果聯(lián)系。為了懲處和防治保險(xiǎn)欺詐,保險(xiǎn)界、司法界及政府等有關(guān)方面作了多種努力,積累了一定的經(jīng)驗(yàn),但終究力度不夠,成效有限,給后人留下了需要進(jìn)一步思考和解決的重要課題。
[Abstract]:The prevalence of insurance fraud is a noticeable disadvantage in the period of the Republic of China. Its fraudulent practices have different characteristics because of the different kinds of insurance. Insurance fraud has serious harm to the normal development of insurance industry, the safety of people's life and property and the sound of social atmosphere. The frequent occurrence of insurance fraud in the period of the Republic of China is special for the insurance industry itself. In order to punish and prevent insurance fraud, the insurance industry, the judiciary and the government, some efforts have been made, and some experience has been accumulated, but the efforts are not enough, the results are limited and the future needs to be left to the future. An important topic for further thinking and solving.
